Organizations in general are reorienting their actions to optimize their processes for a more efficient management. This perception of seeking administrative rationalization is also impacting government organizations. In this scenario, the search for more effective management is leading the Federal Institutions of Higher Education (IFES) to seek new solutions to address their operational limitations. This study aims to study the purchasing management of the Federal University of Tocantins in 2014. In this bias the characterization of its institutional environment was presented. In this perspective were analyzed so many normative factors, as the cognitive, political and cultural dimension that enable the actors to action. For the analysis of this reality, neo-institutionalism was used, specifically through sociological institutionalism as a theoretical orientation, the same was chosen for valuing the role of organizational actors and the influence of institutions and the cognitive dimension to shape the regular behaviors of individuals. This research is a case study, being made from analysis of institutional documents and application of interviews to the organizational actors that are at the strategic, tactical and operational levels of the management. It was observed that UFT uses as a predominant form for its acquisitions the trading in its electronic form. The average processing time for acquisitions is 153 days, based on the 2014 processes. From this perspective, it is well above the average term found in the literature of 15 days. Regarding the perspective of the organizational actors, these consider that the processing of purchases is not agile, justify for this the need of compliance with legal rites associated with the multicampi reality of the University, which hinders coordinated actions between administrative units. As a positive factor stands out the purchase schedule that allows the operation of common demands among the campuses, which facilitates the management of the process and foments the economy because of the scale increase. It was observed that the UFT provides its managers autonomy over the budget, protected by respect to its budget matrix. With regard to the format of the purchase process, a hybrid model is observed, being decentralized in the initial stages at the level of demand planning and centralized in the Rectory of its processing steps.
