Resumo:
This research deals with the Student Assistance in the scope of the federal higher education that is put into practice through the National Program of Student Assistance (PNAES). More specifically, it deals with the process of evaluation of this public policy at the Federal University of Tocantins (UFT). The general objective of this research was to analyze the results of the implementation of the PNAES in the scope of UFT, aiming to present guidelines that serve as reference for the evaluation of this policy in the national scope. For that, a descriptive and documentary research was carried out, based on the evaluation criteria efficiency, effectiveness and effectiveness and taking into account the operational dimensions input, process, result and transformation. The results indicate that over the period from 2010 to 2017 the PNAES resource used by the UFT grew exponentially, and the main cuts occurred in the pass-through to capital expenditures. In some areas the UFT has not yet been able to develop actions, because the institution prioritizes the basic assistance areas due to the limited resources to attend the high number of vulnerable students. The Miracema’s campus during the period studied was the one that presented the highest proportion of students in vulnerable situations, while the campus that presented the lowest percentage of students in vulnerable situations in 2015 and 2017 was the Tocantinópolis’ campus and in 2016 was the Arraias’ campus. In 2017, the percentage of students regular enrolled who had requested a student benefit was 22.09%; in addition, in the same year, 1,954 students were enrolled in the UFT Student Assistance Policy programs, of which 2,766 students requested the aid, which represents 70.64% coverage. UFT was able to serve 100% of students in extreme and high vulnerability, 33.33% of students in moderate vulnerability, 34.94% of students in low vulnerability and 10.98% of students in very low vulnerability. Still in 2017, in the courses that attended 100% of the applicants students, there was a fall in the average coefficient of academic income, a year that also there was a reduction of the benefits granted in relation to the period from 2010 to 2016. On the other hand, in 2017 the percentage of total evasion of UFT decreased from 35.30% in 2016 to 19.66%. In relation to the Graduation Success Rate, this indicator continued to grow in the years 2010 to 2012 and in 2014 and 2015, but fell 16.11% in 2013, 36.65% in 2016 and 22.34% in 2017 years.
