One problem that increasingly affects the various social spheres is the abandonment of animals in the urban environment of cities, especially dogs and cats. As a consequence of the large number of these animals on numerous streets, since the negative impact on their exposure conditions - often suffer ill treatment and have not met their needs - as in public health that is threatened by the use of diseases. Therefore, the establishment of an animal welfare center - linked to both public and private power - includes clinic, shelter and reintegration conditions of these animals, if necessary and is adopted in the city of Paraíso do Tocantins. Thus, the present work has as its main objective to apply concepts of animal welfare, which concerns their psychological and psychological needs, architectural decisions, thermal comfort, selection and permeability of environments.
