This work looks to do an approach to public participation management, through social dynamics of Araguaína‘s Director Plan in 2016, recalling them on previous review 1988 and 2005, as the evaluation parameters and reflection, in the perspective of valorization local's macropolitical the place where the people can have more engagement in issues like: socio-territorial, local sustainability, in the context public policies, through interview with people that participate of this process, as much directly as or indirectly. We present a dialogue with many writers about conceptions of power, territory, territoriality and entitlement the city, lay emphasis on them as dimensions that relation with social practices, of course relating the reflections of Foucault, Raffestin, Saquet, Haesbaret and Lefebvre. The research is based on a qualitative perspective, it explores in an exploratory way the documents produced in the periods in which revisions of the master plan of the municipality of Araguaína, with intention to understand the insertion of local socieaty in your pursuance and capture the impressions of your the importance that people give to participation throughout the process, the way systematic, progressive and emancipatory, relating as modality: the field research, due to some information that came from interviews and documentary. It is perceived that it is necessary for people to understand about real social participation like guarantee the constitutional law according our legal order.
