Resumo:
This thesis aims to analyze participation in the preparation of Participative Master Plan which Bambuí - MG, from categories of Deliberative Citizenship and their analysis criteria, and from the characteristics and theoretical categories of Social Management. It is expected, in general, the results of this research contribute to the debate for conducting Participatory Master Plans and revisions with effective participation of the population, seeking the fulfillment of the criteria of Deliberative Citizenship and Social Management. Specifically, has the objective of this work can awaken the city as a whole; civil society, the government and the market, the importance and consequences of having a master plan prepared in a participatory manner. is expected to contribute to the reflection on the path that was trodden and to prepare properly for the review to be held in the year 2017. Thus, from the results, you can check what was appropriate, and the that was not, in terms of participation and on this basis can better prepare for the next participatory processes. What was appropriate should be maintained and enhanced and that was not to be analyzed and seek to identify the flaws and correct them to improve the process. As literature review studies were performed on Citizenship, Social Management, Public Policy and on Participative Master Plan. This research is inserted in the search line "society, public policy and regional development", the Graduate Program Master of Regional Development of the Federal University of Tocantins (UFT). The methodology used was the case study and the technical data collection were documentary research and semi-structured interviews totaling the number of eleven, bounded by saturation. representatives were interviewed civil society, the government and the market. For data analysis, we used the content analysis proposed by Bardin (2011). The results indicate that there was a moderate level of social management during the preparation of a management plan which Bambuí - MG, but it turns out that you can improve a lot these participatory processes and pathways are aimed to achieve improvements.
