Resumo:
The main objective of this research was to understand the implementation process of the Hydroelectric Plants of Energy (UHE) in the State of Tocantins, focusing on the post-dam effects, from the perspective of the effectiveness of the compensation measures, local development and governance. Thus, the UHEs were analyzed: Lajeado, Peixe Angical, São Salvador and Estreito, with a quantitative-qualitative approach, through documentary research, analysis of the Regional Development Index (IDR), economic variables, and Discourse of the Collective Subject (DSC). The results of the research point out, among other factors, that the communication and the technical language of the documents and the audiences, make it difficult for actors to understand and participate; economic variables show a sharp drop at the end of the construction of these projects; and, municipal governance has negative implications, reported as post-dam effects caused by environmental and socioeconomic impacts. It is concluded that the hydroelectric projects did not fulfill the role of leveraging local development in the municipalities of Tocantins as it was propagated at the time of implementation.
