Resumo:
The theme proposed for this research "Social Assistance and Human Development: Under socioeconomic considerations, civil and territorial vulnerability" to measure which institutional contribution of public social welfare policy for human development, considering contexts of socioeconomic vulnerability, civil and territorial, listed the important points about the theoretical foundations of social assistance and its institutionalization in the midst of social issues in Brazil, the prospects for citizenship, social participation and human development policy, as well as in the face of territorial and conditions vulnerability socioeconomic, civil and territorial. For the survey of empirical data, the employed instruments such as questionnaires, applied in three municipalities of the Parrot's Beak, extreme northern state of Tocantins, having as target managers, directors( as), workers and families, all linked to welfare policy. The results helped to uncover key aspects related to the management and institutionalization of public welfare policy; culture of participation and social control, the provision of social assistance services, and access to social assistance services by the beneficiary families. These aspects imply that social assistance partially contributes to human development, passing by many obstacles and challenges that hamper the legitimacy of a democratic and emancipatory politics.
