Brazil is going through a phase in which there is news of corruption in all spheres of power,
with a high potential for damage to public assets. The population has been demanding
responses from the political class, taking to the streets and demonstrating. Parallel to this
reality, social connectivity and interaction through the internet has become an unquestionable
reality, and has been the main means of circulation of information. Constitutional Popular
Action is the main instrument of popular control. It started from the guiding question
involving the potential revealed in popular action, as a tool available to the citizen to interfere
in the scenario of combating the correction and deviations of public administrators. In this
way, it aimed to propose the conception of a Web system that connects the lawyer to the
citizen, through the conceptual modeling of their basic processes, as an instrument to enhance
the universal use of popular action. The research is of an applied nature, a qualitative
approach with a theoretical focus. Initially, a bibliographic research was carried out,
addressing the history and relevance of popular action, from its origin in the world, going
through its arrival in Brazil until its maturity in the current legal system. To reach the object
and perform the conceptual modeling, it was necessary to slice it in four stages. The first took
care to identify the areas of interest of the lawyer who works in the defense of diffuse and
collective rights. Second, the main acts with a potential for damaging public assets were
listed, and then they made their classification in relation to the lawyer's areas of interest. The
conceptual modeling was guided by the diagramming in Unified Modeling Language (UML)
and carried out taking into account four basic processes, being the registration of the lawyer,
the citizen, the demand and interaction of the lawyer. Each basic process was represented by
its concepts and attributes, as well as by relationships. The modeling was based on the
concepts of the problem domain and not on the concepts associated with software. No
technical issues related to the development of the tool were addressed. Efforts were
concentrated on building theoretical understanding of the problem and the possible solutions
that can emanate through the intermediation of the internet. |
