This research aimed to analyze the effectiveness of the Judicial Center for Conflict and Citizenship Solution (CEJUSC) of the District of Porto Nacional/TO, as a tool for access to justice, promotion of citizenship and decongestion of the local judiciary. For this purpose, we conducted an analysis and crossing of information regarding the lawsuits filled at the CEJUSC from Porto Nacional/TO and those filed in the Court of the Special Civil Court of that same District in 2017. Only after that, could we then analyze the contribution of this structure to the reduction of claims filed in the Specialized Court of Law 9.099/95 and, consequently, to perceive the social function that CEJUSC’s exercise by contributing to the access of lay people to justice in a faster and more informal way. The study also aimed to analyze the relevance of the use of these structures to the contribution towards changing the cultural paradigms educating the citizen with no juridical intimacy for the peaceful resolution of conflicts, by bringing to society’s daily life a culture of peace in the solution of litigations. The research wascarried out by adopting a quantitative approach with the analysis of the statistical data provided by the Court of Justice of TocantinsState. We also tried to recognize the nuances of the performance of the structure of alternative conflict solution of the District of Porto Nacional/TO and its contribution towards providing new operationalization tools. By that we mean: tools focused not only on the record of complaints and audiences, but also on education and awareness of the citizens, aiming at increasing and promoting access to their rights. Thesurvey and comparison of the data presented a structure that has exercised its role in a positive way for the Judiciary of Porto Nacional/TO, so that statistical data presented contribute towards concluding that the Judicial Center for Conflict Resolution of Porto Nacional -TO has contributed to the reduction and, at least, to the stabilization of the number of lawsuits filled at the Special Civil Court of the District. Moreover, the percentage of beneficial accords agreed to, which was higher than the dismissal of cases, in the structure in 2017, demonstrates its positive result for a decongestion of the local Judiciary and, probably, also of the State Judiciary, since its asserting actions are judicial processes that are no longer added to the formal Judiciary. During the research, we envisioned the possibility of this structure being used in a more comprehensive way, not only in the judicial environment, but especially in the educational environment. That would be an action that would influence the jurisdictional indexes and would also contribute towards changing the paradigms of society, thereby demonstrating the social function of the Judicial Centers for Consensual Conflict Resolution.
