The practice of participatory democracy in public policy decisions has already reached many countries. Thus, the effects of participation in public planning have been the target of many studies that also seek to understand other aspects in these contexts, such as the functioning of mechanisms that allow for inclusion of participants, interaction and decision making in these processes. Motivated by this prosperous conjuncture of knowledge seeking, this work has as its object of study the planning of the city of Palmas-TO, with the objective of verifying what was the contribution of the civil community in the construction of the multiannual plans, in the period that goes from 2013 to 2019. For this task, we used primary and secondary documentary data sources, as well as information collected through semi-structured interviews. The description and analysis of these data, in addition to relying on a theoretical basis aligned with the theme of this study, relied specifically on the analytical model conceived by Fung (2006), called the cube of democracy. Therefore, after intense and indepth investigation it was found that the performance of civil society members in the construction of the 2014-2017 and 2018-2021 PPAs of Palmas-TO Local Government was positive, although these people participated in a small number and with access only to the first stage of carrying out these processes, that is, to presential and virtual public hearings, and for a period of less than two months. Once many public actions devised or defended by these actors were inserted in these plans. So, civil society interaction in these two processes has reached a level capable of producing practical results, although it has not been able to directly reach the decision-making process in these contexts. A elaboração de planejamentos públicos com a participação da sociedade civil tem se expandido nas esferas federal, estadual e municipal, e tem utilizado como base, sobretudo, a experiência de Porto Alegre-RS com o Orçamento Participativo, que começou a ser praticado no final da década de 1980. De modo que a prática da democracia participativa nas decisões sobre políticas públicas já chegou a inúmeros países. Assim, os efeitos da participação nos planejamentos públicos têm sido alvo de muitas pesquisas que também procuram compreender outros aspectos nesses contextos, como o funcionamento dos mecanismos que propiciam inclusão de participantes, a interação e as tomadas de decisões nesses processos. Motivado por essa próspera conjuntura de busca de conhecimentos, este trabalho tem como objeto de estudo o planejamento do município de Palmas-TO, com o objetivo de verificar qual foi a contribuição da sociedade civil na construção dos planos plurianuais, no período que vai de 2013 a 2019. Para se realizar essa incumbência, utilizou-se fontes de dados documentais primárias e secundárias e, também, informações coletadas por meio de entrevistas semiestruturadas. A descrição e a análise desses dados, além de se apoiar em uma base teórica alinhada com a temática deste estudo, contou, especificamente, com o modelo analítico concebido por Fung (2006), denominado cubo da democracia. De modo que, após intensa e aprofundada investigação apurou-se que a atuação dos membros da sociedade civil na construção dos PPAs 2014-2017 e 2018-2021 do Governo Municipal de Palmas-TO foi positiva, embora essas pessoas tenham participado em número pouco expressivo e com acesso, apenas, à primeira etapa de realização desses processos, ou seja, às audiências públicas presenciais e virtuais, e por um período inferior a dois meses. Uma vez que houve o acolhimento, nesses planos, de muitas ações públicas idealizadas ou defendidas por esses atores.
