The object of this research is to analyze the budgetary impact of the discontinuation of public
policies, based on the example of the National Program for Literacy at the Right Age
(PNAIC), an important public educational policy implemented in the country. In the
theoretical foundation, research was carried out on public policies, public budget and external
control. To carry out the analysis, the methodology adopted was the hypothetical-deductive
method, participant research, as well as the qualitative research with descriptive nature, based
on bibliographic analysis and documentary content. As a way of assisting the research,
observation and analysis of secondary data were carried out. The results indicated that
political decisions and the interruption of technical and financial support from the Union to
states and municipalities were decisive factors that directly impacted the discontinuity of the
proven public educational policy. Furthermore, it was possible to highlight the meaning of
implementing new public policies to fulfill fundamental rights, such as actions aimed at early
childhood, especially in education area, providing human, social and economic development
in the municipality, state and national, as well as the meaning of budget forecasting,
mandatory for the continuity and monitoring of public policies of this nature by control bodies
and society.
