Resumo:
This research's focus was to observe the extent to which the sociopolitical profile of state deputies affects the destination of individual parliamentary amendments. The recent changes that have made them mandatory have changed the balance of forces between the Executive and the Legislative in the decision-making process of public policies for the state's development. If each parliamentarian has full autonomy to choose, both the object and the municipality benefited, as well as the value of their amendments within the budget and planning, the understanding of the profile of the political actors who participate in this process becomes a critical element of the adopted criteria. Thus, the objective was to understand the relationship between the sociopolitical profile of state deputies and their decisions regarding the allocation of amendments for specific purposes and regions from four stages: i) mapping the sociopolitical profile of state deputies; ii) identification of regions more or less prioritized by the legislature according to the object and value of individual parliamentary amendments; iii) association of the parliamentary profile with preferences of individual parliamentary amendments; and iv) discussion of how the allocation of individual parliamentary amendments has impacted in terms of representation and redistribution for the regional development of Tocantins. From the defined problem, two guiding questions were raised for discussion. The first is verification that there is a pattern in the destination of amendments by parliamentarians, suggesting the existence of shared and ingrained beliefs about the fragmented use of legislative amendments. The second, in turn, is that the institutional framework of the Legislative Assembly of the State of Tocantins (Aleto) allows for more excellent dialogue between the community and parliamentarians, impacting the strategic use of legislative amendments. The data survey considered 32 parliamentarians and their individual parliamentary amendments presented during the 8th and 9th legislature. The methodological strategy used involved: case study supported by documentary research of processes, regulations, and legislation; data collection in biographies; content analysis and consultation of secondary databases. The data collection enabled creating a database with the composition of the state deputies' socio-political background and the destination of their legislative amendments. It is concluded that the individual parliamentary profile - with emphasis on occupation and age - offers few elements to reflect on the relationship between amendments and profile, emphasizing the importance of an analysis that considers subjective elements that form their preferences and values. Still, a preference was found that tends to pulverize resources and meet specific low-impact demands, such as the performance of one-off events to the detriment of larger interventions and / or social impact. Also, there was a concentration on the state's central north-south axis, revealing the importance of rethinking mechanisms that allow more efficient and transparent use of individual parliamentary amendments mainly because Aleto is deficient in terms of parliamentary representativeness, the efficiency of information flow, and dialogue with society.
