The state of Tocantins was created by the division of the state of Goiás in the late 1980s. In this context, the function of some federal deputies was of great meaning in the development and defense of the project of creation of Tocantins based on a model of development. The heads of movement argued that the political and administrative autonomy of the region would be the only way to promote their economic and social growth. In this sense, this research aimed to analyze the level which the development speech, that justified the effort in defense of the creation of Tocantins, is conducting the activities of legislators inside Congress. To realize the purpose of this research, it was decided to integrate the institutionalism perspective and understanding of Raymundo Faoro on the equity structure of power that had been established in the Brazilian political institutions. So, it was necessary to understand the process of formation of political power in the Tocantins and the role of the parliament, as a political institution. This process was discussed based on literature and documents. Based on this discussion, it was a content analysis of legislative production of Tocantins. The analysis rested on the seven period legislatures that make up the political history of the state, considering the years: 1989, 1991, 1995, 1999, 2003, 2007, and 2011. The results showed that the parliament of Tocantins has showing low performance in relation to proposal for actions for the development of the state. It was observed that, with the creation of Tocantins, the political leaders established itself in power and comes reproducing patrimonial practices that, in turn, has become an obstacle to the development of the state.
