Aiming to delimit the role of parties in relation to the formulation of their foreign policy and demonstrate that it is not an irrelevant or less priority issue for their internal discussions, provoking an ideological debate. Such a condition has allowed the decision-making group to use the institutional arrangements of the Ministry of Foreign Affairs either to promote its political projects - which are the result of systemic, regional, party orientations and proposals - or to filter and constrain ideas contrary to proposals. Methodologically, we undertook a qualitative analysis - an examination of the literature produced on the relationship between the main parties and foreign policy, considering the period in which they remained ahead of the country, through an analysis of the constitutional text, public opinion polls and the Presidential campaign platforms from 1995 to 2010. The results indicated that while formal and informal rules restrict a more purposeful role of parties in foreign policy-making, their actions are not at all irrelevant. In addition, the legislature has control mechanisms that can restrict the scope of executive proposals. In this last sphere parties can also influence the president's decisions regarding the promotion and implementation of policies in the decision-making process. Nosso trabalho teve como objetivo verificar a colaboração partidária durante os governos analisados e o processo de produção da política externa brasileira, pelas propostas dos partidos PSDB e PT, em função do acesso ao centro decisório da política externa brasileira, via executivo federal. Objetivando delimitar o papel dos partidos em relação à formulação de sua política externa e demonstrar que a mesma não é um assunto irrelevante ou menos prioritário para suas discussões internas, provocando um debate ideológico. Tal condição permitiu ao grupo detentor dos recursos decisórios utilizar dos arranjos institucionais do Ministério das Relações Exteriores seja para promover seus projetos políticos - os quais são resultantes das condições sistêmicas, regionais, das orientações e das propostas partidárias – ou para filtrar e constranger ideias contrárias às propostas. Metodologicamente, empreendemos uma análise qualitativa – exame da literatura produzida sobre a relação entre os principais partidos e a política externa, considerando o período em que se mantiveram a frente do país, por meio de uma análise do texto constitucional, pesquisas de opinião pública e das plataformas de campanha presidencial no período de 1995 a 2010. Os resultados indicaram que embora as regras formais e informais restrinjam um papel mais propositivo dos partidos em relação à formulação da política externa, suas atuações não são de todo irrelevantes. Ademais, o legislativo dispõe de mecanismos de controle que podem restringir o alcance das propostas do Executivo.
