Brazil's constitution promulgated in 1988 foresees the impeachment process, which consists in the removal of the federal’s executive chief power from his functions as mandatory, and it may also cause the loss of his term and political rights. The impediment has already occurred in the country on two occasions: the first with President Fernando Collor in 1992 and the second with President Dilma Rousseff in 2016. In both cases, their respective vice-presidents assumed the position and finished their terms. The objective of this work is to use tools from the Foreign Policy Analysis literature to understand how the composition of the foreign policy decision- making process took place in these periods of internal crisis, focusing on post-impeachment governments, investigating: the main interest groups, the role of bureaucracy, if there were changes in external agenda and to what degree, in addition to explaining the specific international scenario of each era. Through the literature review, it will be exposed whether these governments have some similarities from the perspective of foreign policy and what the level of importance of this portfolio for their administrations.
