The Tocantins Court of Accounts is responsible for accounting, financial, budgetary, operational and patrimonial inspection of the State, the municipalities and their entities of the direct and indirect administrations. The audit inspection work, in order to achieve its purpose, must be adequately planned, in order to foresee the nature, extent and depth of the procedures that will be employed in it. Therefore, when inspecting a road work, the inspection must be attentive to the various provisions of the technical standards that regulate each service and the specific procedure for each service. The research involved the elaboration of procedures for earthwork, base and sub-base and coating of a flexible paved highway. For each of these steps, the action proposals are listed, demonstrating the relevance of each point and describing the steps to be followed by the auditors. No Brasil, a Constituição Federal estabeleceu dois tipos de controle para o governo: o externo, que é exercido pelo Poder Legislativo, com auxílio dos Tribunais de Contas; e o interno, que é obrigatório a todos os Poderes. Ao Tribunal de Contas do Tocantins compete a fiscalização contábil, financeira, orçamentária, operacional e patrimonial do Estado, dos municípios e de suas entidades das administrações direta e indireta. O trabalho de fiscalização de auditoria, para atingir a sua finalidade, deve ser adequadamente planejado, de forma a prever a natureza, a extensão e a profundidade dos procedimentos que nele serão empregados. Portanto, ao inspecionar uma obra rodoviária a fiscalização deve estar atenta aos diversos dispositivos das normas técnicas que regulamentam cada serviço e o procedimento específico para cada serviço. A pesquisa constituiu na elaboração de procedimentos para terraplenagem, base e sub-base e revestimento de uma rodovia de pavimento flexível.
