The study aimed to analyze the public-private relationship of health, treated as a commodity by the social organization Pró-Saúde, in all state public hospitals and, in particular, in the management of the largest public hospital in Tocantins, the Hospital Geral de Palmas, between the years 2011 and 2012. To achieve the proposed objective, bibliographical research was used to understand the public-private relationship in health in the context of the structural crisis of capital. Documentary research was also used, based on reports from internal and external control bodies, Federal and State Public Ministry of Tocantins, Federal and Tocantins Courts of Accounts, documents and management reports from Pró-Saúde, management terms of the OSS with the State Department of Health (SESAU) of Tocantins, news on websites and newspapers, health management instruments such as the Pluriannual Plan (PPA), Budget Guidelines Law (LDO), State Health Plan (PES), Annual Plan of Saúde (PAS), as well as laws, ordinances, decrees and other documents published in the Official Gazette of the State of Tocantins. The research showed that the appropriation of public funds in health in Tocantins dates to the 1990s, the same period in which the state emerged. It was observed that the public private relationship built between OSS and SESAU involves the articulation of politicians’ subjects, representatives of large capital, who aim to capture public health budget resources in the state. It is also noted that Pró-Saúde is historic in the state, but during 2011 and 2012, OSS provided the largest privatization of Tocantins, managing 17 state hospitals, including the Hospital Geral de Palmas, the largest in the region. However, the study revealed the true character behind the OSS Pró-Saúde that directly contributed to the unfunding of the SUS and the destruction of social rights in Tocantins. A SUS that was not even able to be born autonomous, as it was already pregnant and remained with the umbilical cord of the OSS. O presente trabalho objetiva analisar os processos de aprofundamento da privatização nos hospitais públicos do estado, com destaque para o Hospital Público Geral de Palmas, por meio da OSS Pró-Saúde (Associação Beneficente de Assistência Social e Hospitalar), nos anos de 2011 e 2012. O estudo teve como objetivo analisar a relação público-privada da saúde, tratada como mercadoria pela organização social Pró-Saúde, em todos os hospitais públicos estaduais e, em especial, na gestão do maior hospital público do Tocantins, o Hospital Geral de Palmas, entre os anos de 2011 e 2012. Para alcançar o objetivo proposto utilizou-se a pesquisa bibliográfica para compreender a relação público-privada na saúde no contexto da crise estrutural do capital. Recorreu-se também a pesquisa documental, a partir dos relatórios dos órgãos de controle interno e externo, Ministério Público Federal e Estadual do Tocantins, Tribunais de Contas da União e do Tocantins, documentos e relatórios de gestão da Pró-Saúde, termos de gerenciamento da OSS com a Secretaria de Estado da Saúde (SESAU) do Tocantins, notícias em sites e jornais, instrumentos de gestão da saúde como o Plano Plurianual-PPA, Lei de Diretrizes Orçamentárias (LDO), Plano Estadual de Saúde-PES, Plano Anual de Saúde (PAS), além de leis, portarias, decretos e outros documentos publicados em Diário Oficial do Estado do Tocantins. A pesquisa demonstrou que a apropriação do fundo público na saúde do Tocantins remete a década de 1990, mesma época de surgimento do estado. Observou-se que a relação público-privada construída entre OSS e SESAU passa pela articulação de sujeitos políticos, representantes do grande capital, que objetivam a captura dos recursos do orçamento público da saúde no estado. Nota-se ainda, que a Pró-Saúde é histórica no Estado, mas, durante os anos de 2011 e 2012, a OSS proporcionou a maior privatização do Tocantins, administrando 17 hospitais estaduais, dentre eles o Hospital Geral de Palmas, o maior da região. Todavia, o estudo revelou o verdadeiro caráter por trás da OSS Pró-Saúde que contribuiu diretamente para o desfinanciamento do SUS e na derruição dos direitos sociais no Tocantins.
