The present was developed with a theoretical-methodological focus on historical and dialectical materialism. As for the type of research, it is constituted as a qualitative descriptive and was carried out through bibliographical and documentary review. Its general objective is: To investigate the effects of the social security counter-reform movement, from the Temer government, on the work of social workers from the INSS social service. It intends to present elements necessary for the analysis of the counter-reforms of the State and Social Security within the context of the capital crisis that began in the 1970s. We present elements of the structural crisis of capital and the ways that capital uses to stand out from these crises, for example the use of the public fund and how this mechanism directly interferes in social policies, specifically in the Social Security policy that has been the target of counter-reforms and considered as one of the main responsible for the budget breakdown, mainly since the 1990s, with the advancement of the neoliberal platform and its “modernization policy” that excelled in reducing the State and encouraging market laws, materializing a program that restricted rights and re-established capital gains. It also points to the reduction of financial support for social policies to the detriment of the considerable portion destined to the payment of public debt in parallel to a cruel counter-reform and the destruction of the Brazilian Social Security System. We cover neoliberal governments and their counter-reforms; we specifically discussed the particularities of counter-reform in the social security policy of the Temer government. Within this scenario, we present some elements necessary for the analysis of the transformations in the world of work with reference to the changes implemented in access to benefits at the National Social Security Institute (INSS), also highlighting the incidences of counter-reforms on the professional performance of the Social Service of the INSS. The Social Security Social Service has suffered and has been the target of several attacks aimed at its extinction, given that in the current service model, it is a single in-person access channel that citizens have in search of social security rights. As the counter-reform of Social Security is consolidated in the 1990s and 2000s, there is a profound change in its administrative structure and significant changes in services, plans and criteria for accessing benefits both in the General Regime and in the Self, and with that , reduces the possibilities of access to the rights historically won by the working class. Thus, in this field of contradictory interests, social workers need to be attentive to the direction of their actions, so that they do not lose their harmony with the ethical-political project of the category, and seek the construction of a public, universal social security policy. The study becomes relevant in view of the urgent need to maintain a public social security system and the conquered social rights, affirming the category's ethical-political commitment to the defense of the working class. A vigência da política neoliberal, iniciada na América Latina a partir da década de 1990, faz com que os Estados sacrifiquem o bem-estar da população em favor do mercado, impactando cruelmente a classe trabalhadora. A pesquisa foi desenvolvido com enfoque teórico metodológico no materialismo histórico e dialético. Quanto ao tipo, constitui-se como descritiva qualitativa e foi efetivada através de revisão bibliográfica e documental. Tem por objetivo geral: Investigar as incidências do movimento de contrarreforma da previdência social, a partir do governo Temer, no trabalho dos assistentes sociais do serviço social do INSS. Pretende apresentar elementos necessários à análise das contrarreformas do Estado e da Previdência Social dentro do contexto da crise do capital iniciada a partir da década de 1970. Apresentamos elementos da crise estrutural do capital e as formas que o capital utiliza pra se sobressair dessas crises a exemplo da utilização do fundo público e de como esse mecanismo interfere diretamente nas políticas sociais, de modo específico na política de Previdência Social que vem sendo alvo de contrarreformas e tida como uma das grandes responsáveis pelo rombo orçamentário, principalmente a partir da década de 1990, com o avanço da plataforma neoliberal e sua “política de modernização” que primou pela redução do Estado e pelo incentivo às leis de mercado, materializando um programa que restringiu direitos e reestabeleceu os ganhos do capital. Aponta ainda a redução do suporte financeiro destinado às políticas sociais em detrimento da considerável parcela destinada ao pagamento da dívida pública em paralelo a uma cruel contrarreforma e a destruição do Sistema de Seguridade Social brasileiro. Percorremos sobre os governos neoliberais e suas contrarreformas; de modo específico discutimos sobre as particularidades da contrarreforma na política previdenciária no governo Temer. Dentro desse cenário, apresentamos alguns elementos necessários à análise das transformações do mundo do trabalho tendo como referência as mudanças implementadas no acesso aos benefícios no Instituto Nacional de Seguro Social (INSS), destacando também as incidências das contrarreformas sobre a atuação profissional do Serviço Social do INSS. O Serviço Social previdenciário sofreu e vem sendo alvo de vários ataques que visam a sua extinção tendo em vista que no atual modelo de atendimento, é um único canal de acesso presencial de que os cidadãos dispõem em busca dos direitos previdenciários. À medida que se consolida a contrarreforma da Previdência, nas décadas de 1990 e 2000, há uma profunda alteração na sua estrutura administrativa e mudanças significativas nos serviços, planos e critérios de acesso aos benefícios tanto no Regime Geral quanto no Próprio, e, com isso, reduz as possibilidades de acesso aos direitos historicamente conquistados pela classe trabalhadora Assim nesse terreno de interesses contraditórios, os assistentes sociais necessitam estar atentos ao direcionamento de suas ações, de modo que estas não percam a sintonia com o projeto ético político da categoria, e busquem a construção de uma política de previdência pública, universal.
