The main objective of this research is to investigate how is being constructed the
narrative of the liberalization of the Brazilian postal sector over the last 25 years. For
this, proposes to analyze the content of 2 essential documents for this construction,
the Bills 1.491/1999 and 591/2021. The former, inserted in the context of privatizations
in the 1990s, and the second, authored by the current government. The choice of these
texts was due to the central role they have in the debates on the theme and for
believing that both, each at its own time, represent the attempt the neoliberalism to
advance on the sector. The method used is Content Analysis, following the procedures
proposed by Bardin, a reference authoress in this field. At the end, it seeks to connect
the interpretation of the analysis of the documents to the theoretical concepts that
guide this work, presenting a series of reflections and new perspectives regarding the
texts.
