Resumo:
The Health Academy Program (PAS), created in 2011, constitutes a Health Promotion strategy for Brazilian municipalities. With the creation of new health programs or services, there is a demand for the training of professionals and managers to promote the achievement of the objectives and expected results for the proposed initiatives. The present study is part of the project “Health Academy Program: Technical Capabilities for Management” and aimed to evaluate the learning process carried out in professionals participating in the training in the state of Tocantins, in its eight regions, with themes focused on Health Promotion, implementation of PAS and planning. This is a descriptive, critical-reflective study, of a qualitative and quantitative nature, with analysis of structured questionnaires and discursive exercises based on the Integrated Model of Assessment of the Impact of Training at Work and on the Integrated and Summative Assessment Model. Documentary Analysis and participant observation were also used. The analysis population consisted of 60 individuals, among them, 37 with PAS pole and 23 from municipalities without program pole. The variables observed were through the participant's profile, work profile, learning and reaction. Descriptive statistics techniques were used for quantitative data: measures of central tendency (mean and median) and measures of dispersion (standard deviation). To assess the normality of the variables, the Shapiro-Wilk test was performed. The Mann-Whitney test was applied to the variables of the work profile in order to verify differences between the groups with a PAS pole and without a Program pole. The learning variables were submitted to the chi-square test and, when classified as right and wrong, the Wilcoxon test was applied. For the qualitative analysis, the Content Analysis technique was used from the proposed evaluation mask, with very satisfactory results in two health regions of Tocantins, five satisfactory and only a scarcity of information, totaling the eight health regions of the state. The predominant profile of the participants was characterized by age between 20 and 39 years (79.6%), female (58.3%), with complete graduation (91.7%), specialization (85.7%), bond temporary employment (53.3%), management function (60.4%) and maximum work of 5 years in the health area (63.3%). In learning, there was greater success about the implementation and implementation of the PAS, regarding the program legislation (p=0.0061), pole characteristics (p=0.0400) and activities developed (p=0.0125) with emphasis in the correct alternatives. Thus, the proposed training demonstrated significant learning, whose process of Permanent Education in Health is of fundamental importance so that the professionals of the PAS can make improvements in the service of the users of the Program with the increase of adhesion, quality of offer, diversities of actions developed and the emphasis on the axes of the program from the aspects of Health Promotion.
