Secondly, this work presents in detail the use of focus groups in the process of elicitation of software requirements and a social science approach, the analysis of thematic-categorial content, to analyze the data resulting from the focus groups guarantee the necessary robustness to the process of software engineering. To do so, it develops an action research that begins in a review of integrative literature that allowed to gather systematically researched references to other relevant material for the state of the art about the design of web environments aimed at the deaf public. It then investigates the needs of the deaf in relation to the use of web environments to support the learning process through Focal Groups and Participatory Design Offices. Finally, it elaborates a catalog of requirements for web-based learning environments focused on the deaf based on comparative analysis of the data obtained in the theoretical framework, the focus groups and the participatory design workshop. The research made it possible to verify that, despite the existence of accessibility standards and the constitutional guarantees directed to the deaf people, much needs to be done so that their inclusion in school and digital informational environments is guaranteed. This delay may be related to the methodological approaches used to understand and teach the difference of the deaf over time. Thus, the understanding and consideration of the deaf culture can be considered the driving force of the other solutions addressed to the inclusion and care of the deaf in the different environments. This understanding must permeate the initiatives of developers, designers, teachers, content developers so that the deaf is effectively served. Esse estudo tem como objetivo elicitar um conjunto de requisitos para um Ambiente Virtual de Aprendizagem que garanta a compreensão e consideração da cultura surda a partir das abordagens metodológicas utilizadas cujo surdo foi protagonista do processo. Secundariamente, este trabalho apresenta, de forma detalhada, a utilização dos grupos focais no processo de elicitação de requisitos de software e uma abordagem das ciências sociais, a análise de conteúdo temática-categorial, para análise dos dados resultantes dos grupos focais que garanta a robustez necessária ao processo de engenharia de software. Para tanto, desenvolve-se uma pesquisa-ação que se inicia em uma revisão de literatura integrativa que permitiu reunir referências pesquisadas de forma sistemática a outros materiais relevantes para o estado da arte acerca do design de ambientes web voltados para o público surdo. Em seguida, investigam-se as necessidades de os surdos em relação ao uso de ambientes web como suporte ao processo de aprendizagem através de Grupos Focais e Oficinas de Design Participativo. Por fim, elabora-se um catálogo de requisitos para ambientes de aprendizagem web voltados ao surdo com base análise comparativa dos dados obtidos no referencial teórico, nos grupos focais e na oficina de design participativo. A pesquisa possibilitou verificar que, apesar da existência de padrões de acessibilidade e das garantias constitucionais direcionadas ao povo surdo, muito precisa ser feito para que sua inclusão em ambientes escolares e informacionais digitais seja garantida. Esse atraso pode estar relacionado às abordagens metodológicas utilizadas para compreender e ensinar a diferença do surdo ao longo dos tempos. Dessa forma, a compreensão e consideração da cultura surda pode ser considerada a força motriz das demais soluções endereçadas à inclusão e atendimento do surdo nos diversos ambientes.
