This course conclusion work is entitled Rural Social Security within the framework of
Brazilian dependent capitalism and is part of the Research Project entitled “Social
Policy in dependent capitalism: theoretical-methodological elements”, linked to the
Group of Studies, Research and Extension on State, Social Policy and Social Service
(GEPOSS) of the Social Service course at the Federal University of Tocantins (UFT).
The general objective was to apprehend the trajectory of rural social security within the
framework of dependent capitalism, having the Marxist Theory of Dependency (TMD)
as a theoretical reference. The work also proposes to reveal the conditions in which
capitalism arises in Brazil and is structured in a dependent way. Brazilian social
security has its very limited structuring bases in the early 1920s, after the transition
from enslaved to salaried work, leaving a large part of workers on the sidelines of this
incorporation process. Social security will only be extended to rural workers in the
1960s and will only be effective from the mid-1970s, in the context of the dictatorship.
However, it can be observed that this delay in introducing rural workers to social
security was not due to a lack of manifestation and organization, since from 1940
onwards the countryside gained prominence, due to its mobilization in favor of agrarian
reform and access to social security. Social. Following this reasoning, social security
will be crossed by difficulties to materialize throughout its course, even after the
Federal Constitution of 1988, in which social security is extended to the urban and rural
population. |
