It was sought, in the present work, to analyze some historical aspects of the theme and
delimited it, geographically, to the city of Palmas - TO. The legal and doctrinal
conceptualization of Population in Homeless Situation was sought out, its denominations,
evaluating the little researches on the theme and it was verified the inexistence of articles or
doctrine about the situation in Palmas-TO. The issue could not be analyzed without first
appreciating the issue of citizenship and the dignity of the human person, aspects that are
indissolubly linked to the issue of population living on the streets. It was verified the
difficulty of access to justice for that population due to the lack of minimum documentation
and, in most cases, the lack of knowledge or access to information. The work was also done
with a view to the interdisciplinarity of the subject with Medicine, Psychology, Pedagogy and
Social Assistance. All the work was developed to provide a concrete idea of the real position
of the Homeless Population in the city of Palmas-TO.
