In a mapping of the cases of crimes committed against the elderly in the city of Palmas-TO, in
2018, Eurípedes Lamounier found that there is a great distance between the protective norms
and the reality experienced by the elderly, with violence against the person elderly treated
more as a public health problem than a public safety problem. This technical report aims to
present an epistemological essay on the validity and effectiveness of legal norms for the
protection of the elderly, the population aging process in the city of Palmas-TO and the role of
the Municipal Council for the Rights of the Elderly in combating violence against the elderly.
The first sessions analyzed the phenomenon of validity of the norms and the legislative
process of creation of the Statute of the Elderly. In the third session, a quantitative and
qualitative study was carried out on population aging in the city of Palmas-TO, according to
data from demographic censuses. In the fourth session, it promoted an analysis of the norms
for the protection of the elderly in the city of Palmas-TO and what is the attribution of the
Municipal Council for the Rights of the Elderly in combating crimes committed against the
elderly. In the end, given the urban migration, generating a multicultural elderly population, it
was verified the need for the Municipal Council to create a Permanent Technical Commission
to Combat Violence against the Elderly, as well as to create courses for the improvement of
agents involved in the care of the elderly , victims of violence.
