Resumo:
This Dissertation is linked to the Graduate Program in Education - Academic Master's - of the Federal University of Tocantins, in the research line State, Society and Educational Practices. It deals with the theme Estrada do Conhecimento Program (PEC), of the World Bank, in the field of education in the State of Tocantins. Its general objective is to present an analysis of the repercussions of the PEC, financed by the World Bank, on education in state and municipal networks of the six participating municipalities: Aguiarnópolis, Aliança do Tocantins, Barrolândia, Colinas do Tocantins, Pugmil and Wanderlândia, in the period from 2012 to 2020. Specifically, the Dissertation presents results of the following research objectives: understanding the relationships between the World Bank, planning and public education policies in Brazil; understand the PEC and its proposed funding objectives for the State of Tocantins related to education in the period from 2012 to 2020; to apprehend the actions of the PEC developed with the municipal and state education of the six Municipalities and their possible relations with the planning of the education in the referred period. With a critical perspective, methodologically, it is based on bibliographic review, documental research and collection of information in the field using a semi-structured questionnaire. Respondents to the questionnaire were unaware of the high financial values that the State owed the Bank with the loans, causing damage and losses to the population, contributing to the ongoing project to dismantle the public educational system, as discussed in the literature in the area. The investments made by the PEC had repercussions on the infrastructure of high schools in the six participating municipalities and in others of the state network in municipalities on the banks of the BR-153 Highway, namely Alvorada, Paraíso do Tocantins and Fátima, specifically, with renovations. At the same time, it had repercussions on the curriculum, materializing continuing teacher training and implementing other actions. As for the relationship between the goals of the State Education Plan and the actions of the PEC, a minimal link was noticed. The research highlights the discontinuity that is present in the reality of the management of state and municipal networks in the case of the PEC. For 2022, the World Bank proposed the Estrada de Direitos Program, continuing the Estrada do Conhecimento program.
