Resumo:
This dissertation discusses the racism as the principal cause of the vulnerabilities suffered by the black population with direct impact in the health, it also brings a data analysis, ratifying the inequities observation of this population. With a view to reducing racial disparities, confronting racism and seeking integral Health Promotion, the Comprehensive Health Care National Policy of Negro Population (PNSIPN) was institutionalized. In this context, we sought to map and evaluate the actions developed and supported within the Ministry of Health (MS) for the implementation of PNSIPN, considering the strategic actions foreseen in its 3rd Operational Plan, which covered the period from 2017 to 2019. The results indicated that, although the PNSIPN has advanced in its implementation, the actions developed have not yet been sufficient for substantial changes in the health conditions of the black population, it was found that, for the PNSIPN to fulfill its purpose of reducing racial inequities in health, it will be necessary to adopt more effective actions, such as those prioritized in the operational plans. In addition, it was observed the need for the construction of health indicators of the black population and the definition of quantifiable goals as primary tools for the monitoring and evaluation of PNSIPN. For the development of this research, the methodological triangulation approach was used, with bibliographic research and documentary analysis as data collection instruments. The data were analyzed in light of the assumptions of content analysis according to Bardin (1977). Finally, suggestions were presented for strategic actions that could subsidize the implementation process of PNSIPN, within the framework of Ministry of Health (MS)
