This study analyzes the territorial fragmentation occurred in the state of
Tocantins, due to the creation of 60 municipalities, 40 were created through
shortcut legal via Constitutional Amendment No. 01/89, and 20 were created by
laws sparse. To understand this process, it was necessary to examine the
diachronic settlement, and territorial northern Goiás. It aims to understand the
process of occupation and appropriation of Tocantins territory, identifying the
causes that led to the development of an accelerated process of emancipation
territorial throughout the state; analyze the institutional arrangements
(requirements of the laws and procedures) used during the creation process
municipalities in the 1990s. Therefore, using four methodological strategies:
literature review of the geographical production, both regionally and nationally;
thorough research in government agencies; open and semi-structured
interviews with some individuals who participated directly in the process of
emancipation, and systematic reading in papers published on the theme and
that have been developed in other units of the Federation. At the end, it was
observed that the 60 municipalities were created without observing any of the
criteria hitherto prevailing in the Laws, and without any discussion or technical
study. Many were created with the aim of strengthening political or financial
agents, whether foreign capital, domestic private and public federal interference
power. |
