Taking into account the implementation and contribution of this technical-technological product in the approval of the Municipal Councils' accounts in terms of limits on personnel expenses, the data collection procedures used in the research were the analysis of bibliographies and documentary examination of legislation and related norms. to the proposed theme. The techniques chosen were quantitative and qualitative research in order to interpret accounting data from 36 Municipal Councils in the State of Tocantins. The result was materialized in reports that show the strategies and measures of these government entities in the face of the economic and financial scenario. These results may contribute to an effective internal control and a better application of public resources, making it possible to verify the impact that constitutional limits on personnel expenses have on Intellectual Capital (human asset). O presente estudo tem como objetivo o desenvolvimento de um manual técnico com instruções de gerenciamento e controle de gastos com pessoal, em observação aos limites constitucionais e legais atribuídos ao Poder Legislativo municipal com a folha de pagamento. Levando em consideração a implementação e contribuição desse produto técnico-tecnológico na aprovação das contas das Câmaras Municipais no quesito de limites com gastos de pessoal, os procedimentos de coleta de dados utilizados na pesquisa foram a análise de bibliografias e exame documental de legislações e normas relacionadas ao tema proposto. As técnicas escolhidas foram a pesquisa quantitativa e qualitativa em razão de interpretar dados contábeis de 36 Câmaras Municipais do Estado do Tocantins. O resultado se concretizou em relatórios que evidenciam as estratégias e medidas desses entes governamentais diante do cenário econômico e financeiro.
