The impediment has already occurred in the country on two occasions: the first with President Fernando Collor in 1992 and the second with President Dilma Rousseff in 2016. In both cases, their respective vice-presidents assumed the position and finished their terms. The objective of this work is to use tools from the Foreign Policy Analysis literature to understand how the composition of the foreign policy decision- making process took place in these periods of internal crisis, focusing on post-impeachment governments, investigating: the main interest groups, the role of bureaucracy, if there were changes in external agenda and to what degree, in addition to explaining the specific international scenario of each era. Through the literature review, it will be exposed whether these governments have some similarities from the perspective of foreign policy and what the level of importance of this portfolio for their administrations. A carta magna do Brasil promulgada em 1988 prevê o processo de impeachment, que consiste no afastamento do chefe do poder executivo federal de suas funções como mandatário, podendo causar a perda do mandato e de seus direitos políticos. O impedimento já aconteceu no país em duas ocasiões: a primeira com o presidente Fernando Collor em 1992 e a segunda com a presidenta Dilma Rousseff em 2016. Em ambos os casos seus respectivos vice-presidentes assumiram o cargo e terminaram os mandatos. O objetivo desse trabalho é utilizar ferramentas de análise da literatura de Análise de Política Externa para compreender como se realizou a composição do processo decisório da política exterior nesses períodos de crise interna, focando nos governos pós-impeachment. Com isso, investigou-se: os principais grupos de interesse, o papel da burocracia, se houveram mudanças na pauta externa e em qual grau, além de explanar o cenário internacional específico de cada época.
