The study aims to verify the existence of conflict mediation in the military public administration, especially in the Military Police of Brazil, and aims to propose suggestions to humanize and educate for human rights and citizenship in an interdisciplinary way. Investigate and comparatively analyze the experiences of conflict mediation with the country's military institutions and survey existing legislation, documents and specific and comparative research on this. The methodological course aims to develop a quantitative and qualitative research, based on exploratory research, where appropriate; compare experiences developed by military institutions, especially state ones, in processes or administrative procedures that use conflict mediation. Seek the state of the art on the subject, based on a survey in several states of the federation that carry out the good practice of conflict mediation in their administrations, and also respond to the following problem: Is it possible to humanize and educate from good policy practices in military organizations through consensual methods of conflict resolution? Quantitative analysis may cover States that use conflict mediation in their military organizations, as well as perform a brief qualitative analysis involving the comparison of methods, legality, deadlines (speed), efficiency, procedural economy, as well as, analyze documents and legislation, public reports on administrative mediation experiences, and bibliographical research on the subject. Raising the relevance of this study in view of already verifying that of the 86 police forces existing in Brazil, 27 are from the military police – one for each federative unit. Furthermore, the military police hold 59.57% of the police force in Brazil, even though they are only 31.39% of the universe of police forces (FBSP, 2022). The collection of data with the military police aims to verify whether the corporations carry out conflict mediation in the military administration in harmony with Law 13.140/15 and, if so, that they inform about the standardization or existing doctrine on the subject. The result of the comparative analysis between the responses obtained so far confirms the hypothesis that there is no application of conflict mediation in the administration of the Military Police in Brazil. Propose legal measures in order to legitimize the practice of conflict mediation in the military public administration, preparing drafts of state decrees and/or state laws that make it possible to transform the internal processes of the Military Police of the State of Tocantins, with possible repercussions on the Military Fire Department of the State of Tocantins.
