TWith Law No. 9,279/96 as one of the guiding documents of the study, it focuses on
understanding the importance of the protection granted to Geographical Indications
(GI), especially to handicrafts, in addition to evaluating the GI potential of handicrafts
with golden grass from the Serras Gerais region of Tocantins. The artisanal technique
involves the delicate manual sewing of bundles of dried stems of golden grass and
threads made from a natural fiber obtained from the young unopened buriti leaf, known
locally as "eye of buriti". Just like in Jalapão, in Serras Gerais the technique of sewing
grass with buriti silk has been practiced for over 100 years. The study was in line with
the principles of the Postgraduate Program in Intellectual Property and Technology
Transfer for Innovation (PROFNIT). The main objective was to carry out a diagnosis of
the feasibility of obtaining the GI for Capim Dourado, through the preparation of a
Technical Report. To this end, cultural, economic and technical aspects were
analyzed, taking into account Ordinance No. 4 of December 1, 2022 of the National
Institute of Industrial Property (INPI). The research adopted a qualitative approach,
with an exploratory descriptive objective, based on bibliographic and documentary
research. Tocantins already has a GI certification for golden grass, but it does not
include the Serras Gerais region, which has three associations duly established for
over 20 years and 90 associated artisans. As a result, the diagnosis points to GI
records in the Indication of Origin (IP) modality. It also pointed to the possibility of
creating a collective brand and/or making a request to the INPI to change the
delimitation of the GI granted to the Jalapão region, also including the Serras Gerais
region. The possibility of a new opportunity for Geographical Indication in the State of
Tocantins through crafts in golden grass from the Serra Geral can boost the state
nationally, standing out for its innovation and the protection of its intellectual property
assets. Other benefits are also expected, such as greater product competitiveness,
increased market visibility and improvements in the quality of life and income of
artisans. Thus, the entire community benefits by strengthening the main economic
sectors of the territory, as the three associations are part of the Serras Gerais do
Tocantins tourist circuit. |
