This research has as its theme Political-Pedagogical Project: Instrument for the effectiveness of school management in the Municipal Education System of Miracema do Tocantins, which includes the Political-Pedagogical Project, within the scope of school and educational planning as a necessary instrument for the implementation of management school in the municipal public education system in Mirace. Thus, we sought to understand which planning instrument could operationalize the effectiveness of school management in the municipal public education system of Miracema do Tocantins? For that, we define as general objective: To analyze the importance of the Political-Pedagogical Project in the effectiveness of the school management with the community of Mirace, and specific: To present the aspects of the Educational Planning its relations between the State and the School; Highlight the principles and mechanisms of democratic management of the public education system; and, To analyze the mechanisms that corroborate the process of materialization of democratic management in the municipal education system in Mirace. The investigation was carried out through a documentary research as a source of data collection and descriptive bibliographical research of scientific articles and works related to the theme with outlines on the practice of school management from the guidelines and the need for the collective construction of the community as a means of school democratization. The text is divided into three parts that address educational planning, the constitutional principles of democratic management in the system and the materialization of democratic management in the municipal education system in Miracean. However, we point out the importance of the Pedagogical Political Project as an instrument to clarify the school's educational actions in an integral way from the Miracean context.
