This technical report is the result of research linked to the "Instruments of Access to Justice
and Protection of Rights" research line, in the subarea "Society, Public Security, and Violence
Prevention," of the Stricto Sensu Graduate Program in the Professional and Interdisciplinary
Master's in Jurisdictional Provision and Human Rights, offered by the Federal University of
Tocantins in partnership with the School of Magistrates of the State of Acre. The research
adopted a qualitative approach, with data collection conducted through visits to the Hospital
of Mental Health of Acre (HOSMAC) and the five prison units in the State of Acre, in
addition to meetings with the State Department of Health and Municipal Health Departments.
The primary objective was to identify and understand the difficulties in implementing the
anti-asylum policy in the State of Acre. The results indicate that individuals with mental
disorders, especially those in conflict with the law, are being held in units that lack the
minimum necessary structure, in disagreement with the principles of the anti-asylum policy
established by Law No. 10.216/2001. Furthermore, the data point to numerous challenges in
implementing this policy, as the Psychosocial Care Network of the State of Acre and its
municipalities is not adequately structured to accommodate and treat this population. It is
imperative to promote discussions regarding the implementation of the anti-asylum policy,
aiming to ensure adequate treatment for people with mental disorders, in order to comply with
legislative requirements and safeguard the human rights of these populations. |
