The space of an average city consists in a set of diverse uses that if juxtapose and define areas, thus appearing the center, elites concentration of commercial activities, residential areas and the peripheries with valued lots less. This joint complex of uses of the land is, in reality, the space organization of the city that more seems a fragmented space. In such a way the urban one if draws in the daily one bringing to light the quarrel enters the proper dynamics of urban and the search of what it is registered and little fulfilled in law. Urban population without measure in relation to the level of the system, absence of direct relation between job and population, enormous disequilibrium of the urban net, are these factors that characterize the urbanization of the Brazilian cities. Thus, the actions accomplished in Macapá had been based on implanted and not executed plannings, (perhaps for the lack of accompaniment of the speed of its partner-space transformations) and on the economic dynamics that had generated urban distortions unchaining a series of problems, consolidated for the lack of one more consistent urban politics. Far from what it would be in the practical an execution of a Managing Plan from what it demands the Statute of the Cities. |
