Resumo:
The objective of this study was to carry out the diagnosis of basic sanitation services in the city of Santarém, State of Pará, Brazil. For that, we conducted documentary, bibliographic and field research with a quantitative and qualitative approach. In the documentary and bibliographic research, information was searched in the database of the National System of Information on Sanitation (SNIS), Brazilian Institute of Geography and Statistics (IBGE), Santarém City Hall (PMS), scientific articles and other publications. The information collected refers to coverage indices and indicators of the water supply, sewage system, solid waste management and urban drainage system for the municipality of Santarém. In the field study, structured questionnaires were applied with open and closed questions for managers and responsible for sanitation services of water supply, sanitary sewage, solid waste management services and rainwater management services, involving only the area with the objective of characterizing each service in relation to existing management tools and structures. The water and sewage services in the municipality of Santarém are managed and executed by the Pará Sanitation Company (COSANPA), with partial service of the services in the urban area (40.273 active economies), has groundwater capture from 10 tubular wells and 60 shallow wells. The sanitary depletion system consists of two sewage treatment plants deployed in 2016 that serve 3103 active economies which correspond to 15000 inhabitants. The management of solid waste and rainwater management is the responsibility of the Municipal Infrastructure Secretariat (SEMINFRA) linked to PMS. The Home collection RS meets the entire urban area, it is estimated that they are collected weekly 43 tonnes of waste, the same are destined to the municipal landfill. Only 30% of the districts count the rainwater drainage system, SEMINFRA does not provide information on the natural drainage network, the flow drained by the system and the existence of silting problems. In the face of the current scenario, it is observed that the universalization of services is challenging, with the main obstacle, the lack of public policies, the regulation of services and investments for the sector, which ceases to be feasible, active and efficient, Thus contributing to the low coverage rates and the inefficiency of the services.
