This is a case study about Science without Borders at the Federal Rural University of Amazonia (UFRA). The main objective of the research is to analyze the implementation and execution of academic mobility process, with undergraduate students, provided by Science without Borders at UFRA, with emphasis on the students' experience and its relation with the Science, Technology and Innovation Policy. For the development of the dissertation, it has been done bibliographical and documental research. The main primary sources analyzed were: Decree 7.642 of December 13, 2011, Senate Science without Border report, the information contained in Science without Borders Official Website, and the Science, Technology and Innovation Policy documents: Decree 91.146/1985; creation of the Ministry of Science and Technology, books or memories of National Conferences on Science, Technology and Innovation (2002, 2001, 2010); the guidelines of the Industrial, Technological and Foreign Trade (PITCE), published in 2003; National Postgraduate Plan (2011-2020); and the Science, Technology and Innovation National Strategy 2012 – 2015. To obtain the information on the execution of the academic mobility, a semi-structured interview was conducted with a group of 12 Science without Borders students; an online questionnaire, with objective questions, about the international exchange experience was applied, and 85 replies were received; in addition, CAPES and CNPq were requested to send the beneficiaries final report. The results presented in this study showed that that the internationalization model promoted by Science without Borders Program was mostly traditional, marked by the market logic with unequal relations, where peripheral countries seek training in central countries, and with a tendency towards passive internationalization, since the program was based on the sending students and researchers abroad. The research on the Science, Technology and Innovation Policy indicates that the objectives set for Science without Borders follow the same alignment of the documents analyzed, especially from the Lula government (2003-2010), both seek to strengthen the relationship between university and industry, and thus foster the country's productive sector. Finally, the facts about the beneficiaries of the program shows that they did not have a significant academic production, this is associated with the lack of planning and control of the exchange and the low levels of proficiency in the foreign language. Este estudo investiga o programa Ciência sem Fronteiras (CsF), e suas mediações com o processo de internacionalização da educação superior e a Política de Ciência, Tecnologia e Inovação (C,T&I). Trata-se de um estudo de caso sobre o CsF na Universidade Federal Rural da Amazônia (UFRA). O objetivo geral da pesquisa é analisar a implementação e a execução da política de bolsas de graduação-sanduíche do Ciência sem Fronteiras na UFRA, com ênfase na experiência dos alunos beneficiados pelo programa, e sua relação com a Política de Ciência, Tecnologia e Inovação. A metodologia empregada foi a pesquisa bibliográfica e documental, na qual foram tomadas como fontes primárias o Decreto 7.642 de 13 de dezembro de 2011, o relatório do programa produzido pelo Senado Federal, as informações contidas no Portal Oficial do CsF, e os documentos sobre a Política de Ciência, Tecnologia e Inovação: Decreto 91.146/1985 que institui o Ministério de Ciência e Tecnologia, o Livro Verde - Ciência, Tecnologia e Inovação: Desafio para a sociedade brasileira (2001), Livro Branco: Ciência, Tecnologia e Inovação (2002), as Diretrizes de Política Industrial, Tecnológica e de Comércio Exterior (2003), do Livro Azul: 4ª Conferência Nacional de Ciência, Tecnologia e Inovação (2010), o Plano Nacional de Pós-Graduação (2011-2020), e a Estratégia Nacional de Ciência, Tecnologia e Inovação 2012 – 2015: Balanço das Atividades Estruturantes 2011 (2012). Para obter os dados sobre a execução das bolsas de graduação sanduíche foi realizada entrevista semiestruturada com um grupo de 12 ex-bolsistas CsF; também foi aplicado formulário online com perguntas fechadas sobre a experiência do intercâmbio internacional, através do qual foram recebidas 85 respostas; ademais foi solicitado à CAPES e ao CNPq os relatórios de conclusão de bolsa dos mesmos. As análises realizadas demonstraram que o modelo de internacionalização promovido pelo Ciência sem Fronteiras foi majoritariamente tradicional, marcado pela lógica do mercado com relações desiguais, onde países periféricos buscam formação em países centrais, e com tendência à internacionalização passiva, visto que o programa foi baseado no envio de estudantes e pesquisadores para o exterior, recebendo um número inexpressivo de pesquisadores estrangeiros. A investigação acerca da Política de Ciência, Tecnologia e Inovação indica que os objetivos traçados para o Ciência sem Fronteiras seguem o mesmo alinhamento dos documentos analisados, sobretudo a partir do governo Lula (2003-2010), ambos buscam estreitar as relações entre universidade e empresa, e assim, fomentar o setor produtivo do país. Por último, a empiria sobre os ex-bolsistas analisados demonstra que estes não tiveram uma significativa produção acadêmica, isto está associado à falta de planejamento e controle do intercâmbio e também aos baixos níveis de proficiência no idioma estrangeiro.
