The referential started from a historical focus on how the theoretical contribution related to public management evolved to the present approach, based on results-oriented management and guided by the principle of efficiency to clarify the mechanisms that strengthened social control and, therefore, the identification of infringing acts such as transgression to the DE regime. The methodological procedure used to implement the research objectives, as to the purpose, can be classified as "applied or practical research", in addition to explanatory research, using data from documentary research, based on secondary data. In this sense, the data collection process had two stages: first, the collection of Resolutions, from the websites of the Superior Councils and academic units, having adopted, as a criterion for sample selection, the existence, in the content of the Resolution, of devices that regulated the exceptions provided for in art. 21 of Law no. 12,772 / 2012; in the second stage, the data already compiled by CGU were used, through the management track n. 201413612, made available through three spreadsheets of the excel software. In this sense, the information worked on in this stage was extracted from the fields referring to the sex of the offending teachers, the amount of the debt of each teacher, the number of occurrences in each type of infraction, in addition to the time of entry of the server at UFPA. The association of the results obtained in the two stages indicates that the University has issued adequate and sufficient norms for the regulation of all exceptions provided for by Law and, therefore, this aspect would not directly influence the occurrence of the infractions. In addition, considering the average profile of the offending teacher, it was suggested, as a product of this dissertation, the development of a booklet that would allow teachers to identify, in a simplified and summarized way, what they can or cannot do. Esta pesquisa consistiu em verificar, através da evolução da Administração Pública brasileira, a forma como a falta de regulamentação interna nas Instituições Federais de Ensino Superior (IFES), acerca do Regime de Dedicação Exclusiva (DE), contribui para a ocorrência de casos de transgressão ao referido regime de trabalho. O referencial partiu de um enfoque histórico sobre a forma como o aporte teórico relacionado à gestão pública evoluiu para a presente abordagem, baseada em uma gestão orientada aos resultados e guiada pelo princípio da eficiência para esclarecer os mecanismos que fortaleceram o controle social e, por conseguinte, a identificação de atos infracionais como a transgressão ao regime DE. O procedimento metodológico utilizado para implementar os objetivos da pesquisa, quanto a finalidade, pode ser classificado como “pesquisa aplicada ou prática”, além de pesquisa explicativa, com utilização de dados originados em pesquisa documental, baseada em dados secundários. Nesse sentido, o processo de coleta de dados teve duas etapas: primeiramente, a coleta de Resoluções, junto aos sítios eletrônicos dos Conselhos Superiores e das unidades acadêmicas, tendo-se adotado, como critério para seleção da amostra, a existência, no conteúdo da Resolução, de dispositivos que regulamentassem as exceções previstas no art. 21 da Lei n. 12.772/2012; na segunda etapa, foram utilizados os dados já compilados pela CGU, através da trilha gerencial n. 201413612, disponibilizada através de três planilhas do software excel. Nesse sentido, as informações trabalhadas nesta etapa foram extraídas dos campos referentes ao sexo dos docentes infratores, do quantitativo do débito de cada docente, do quantitativo de ocorrências em cada modalidade de infração, além do momento de ingresso do servidor na UFPA. A associação dos resultados obtidos nas duas etapas indica que a Universidade editou normas adequadas e suficientes à regulamentação de todos as exceções previstas em Lei e, por isso, tal aspecto não influenciaria diretamente na ocorrência das infrações. Além disso, considerando o perfil médio do docente infrator, sugeriu-se, como produto desta dissertação, a elaboração de uma cartilha que possibilitasse aos docentes identificar, de maneira simplificada e resumida, aquilo que eles podem ou não fazer.
