This work had as a general objective to analyze the challenges of budget governance at the Federal University of Pará, taking into account the programmatic, participatory and accountability dimensions (OECD, 2014). To achieve this objective, the study was based on budget governance and the normative understanding that regulates the matter, through which it was possible to identify the dimensions and factors appropriate for this management. The data collection procedures used were participant observation, document verification, interviews with four managers of the institution and application of questionnaires. From the latter, 34 answered questionnaires were obtained, containing 20 items related to budget management practices. To analyze the qualitative data, content analyzes were performed, and for the questionnaires, descriptive statistical analysis. Thus, this research found challenges in the need for improvement in the three dimensions of governance, highlighting the need to strengthen the link between planning and execution (programmatic dimension), improving the participation of the results achieved (participatory dimension), and high risk of technical impediment and/or non-execution of resources through agreements (accountability dimension). From the analyzes carried out, this study generated as a product the main premises for improving the execution of parliamentary amendments and a draft resolution for the management of decentralized resources through agreements. O Orçamento Impositivo torna obrigatória a execução orçamentária e financeira de determinado percentual das emendas parlamentares sobre o orçamento público, se caracterizando como importante instrumento para que deputados e senadores atendam efetivamente as demandas das comunidades que representam. Este trabalho possuiu como objetivo geral analisar os desafios da governança orçamentária na Universidade Federal do Pará, a partir do orçamento impositivo, levando em consideração as dimensões programática, participativa e de accountability (OCDE, 2014). Para alcançar este objetivo, o estudo se baseou na governança orçamentária e no entendimento normativo que regulamenta a matéria, por meio dos quais foi possível identificar as dimensões e fatores apropriados para esta gestão. Os procedimentos de coleta de dados utilizados foram a observação participante, verificação documental, entrevista a quatro gestores da instituição e aplicação de questionários. Deste último, obtiveram-se 34 questionários respondidos, contendo 20 itens referentes às práticas de gestão orçamentária. Para analisar os dados qualitativos, foram realizadas as análises de conteúdo, e para os questionários, a análise estatística descritiva. Deste modo, constatou-se nessa pesquisa desafios nas três dimensões de governança, com destaque para a necessidade de fortalecimento do elo entre planejamento e execução (dimensão programática), melhoria da participação dos resultados alcançados (dimensão participativa), e elevado risco de impedimento técnico e/ou não execução de recursos por Termo de Execução Descentralizada (dimensão accountability). A partir das análises realizadas, este estudo gerou como produto as principais premissas para melhoria da execução das emendas parlamentares e uma resolução para gestão de recursos descentralizados via TED.
