The aforementioned report analyzes and compares the deliberative councils of Marine Extractive Reserves (Resex, in Portuguese) Caeté-Taperaçu and Araí-Peroba's management choices, within their trajectories, through a territorial governance perspective. The research: outlines, particularly, the deliberative councils' trajectory in these two marine Resexs; analyzes their performances, based on models of territorial governance; and compares their management decisions. The study was carried out in the Marine Resex Caeté-Taperaçu (municipality of Bragança) and Araí-Peroba (municipality of Augusto Corrêa), both created in 2005, in the northeastern region of the State of Pará. The research was refined using a qualitative methodology. The Venn diagrams and The Matrices were directed at the leaders and counselors to obtain the report assessment. Questionnaires, semi-structured interviews, and participant remarks were used for data acquisition. The concepts of territories, territorial governance from the perspective of social management, specific deliberative marine Resex councils' governance, and collective management of common goods were used as theoretical instruments. Despite the difficulties, as observed, the marine Resex Caeté-Taperaçu's deliberative council is operational, albeit in centralized management; the marine Resex Araí-Peroba's deliberative council has been inactive since 2014. The lack of decentralized management, the Resex's hindered accessibility, partisan issues, and the lack of politicization were some of the reasons that led to the Araí-Peroba council's inactivity. It is concluded that notwithstanding the territorial governance as a social innovation for marine Resex's territories management, in the Caeté-Taperaçu and Araí-Peroba deliberative councils, governance is still in its experimentation phase. The weakened institutional arrangements and the ineffective participation of extractive communities in the decision-making process generate conflicts and make it impossible for the implementation of territorial governance. |
