Resumo:
The study aims to analyze how the municipalities, with the Commission for Integration of Teaching and Service implemented, are developing the National Policy for Permanent Education in Health. This policy is a SUS strategy for the formation, development and reorganization practices and services. In the theoretical framework, the assumptions of Paulo Freire's theoretical liberating pedagogical conception are used. Eight (8) Municipal Health Secretaries from Belém, Ananindeua, Marituba, Redenção, São Felix do Xingu, Conceição do Araguaia, Barcarena andAjuruteuaparticipatedofthestudy. It is a single case study, integrated with a qualitative approach and with an explanatory strategy. The collection period was from Setember to November 2019, through the focused interview (YIN, 2010), based on the interview protocol. For analysis, a general analytical strategy called “relying on theoretical propositions” was used (YIN, 2010), based on the theoretical propositions of Permanent Education in Health, followed by the analytical procedure of Strauss and Corbin (2008). Three (3) categories emerged: “National Policy on Permanent Education in Health (PNEPS) and its repercussions on practices”, “Advances provided by the National Policy on Permanent Education in Health: Reflections on the work process” and “Contributions from Teaching Service Integration Commissions: their reflexes in the organization of work processes and qualification of services in SUS ”; and six (6) subcategories: “Permanent Health Education Policy: Reflection of managers on its importance”, “Action Strategies of the National Permanent Education Policy: Impacts on the work process”, “Difficulties in the process of implementation of PNEPS”,Advances for the qualification of workers and improvement of care”,“Advances for the qualification of Management”,“Role of CIES and the contribution to the implementation process”. The results show that the municipalities are developing PNEPS from the perspective of Continuing Education, centered on capacity building and training actions; there was still little clarity and difficulty in understanding such a policy, reflecting little priority on the part of Municipal Health Secretaries. It is suggested that the municipalities resume the debate and reflection on the PNEPS guidelines, create collective spaces for reflecting on the problems of daily services and participatory planning, enhance the creation of the Permanent Education Nucleus (NEP) and strengthen CIES in regional health regions.
