REMCT is located in the municipality of Bragança, and it is a territory where fishermen and crab catchers live. This analysis seeks to identify how the local dynamic affects and modifies the functional propositions of housing, which is also constituted by its symbolic dimension, which is inscribed in the life history of the actors and in the way of living in a Resex; and, if the housing policy in question enabled gains in the quality of life of those contemplated by it. The methodology used is predominantly qualitative, based on a bibliographical review, on the analysis of interviews with REMCT residents, leaders and technicians, and on minutes and official documents. Quantitative data collected on official bases are used in a complementary way, with a view to emphasizing the main issues highlighted in the interviews. With regard to the theoretical field, I start from the perspective of sociology that makes it possible to analyze the relations between State and society, highlighting the importance of actors, processes and structures, with emphasis on the social dimension (CORTÊS and LIMA, 2012), and through this approach allow to refine the understanding of the role of social groups, whose interactions have powers to influence the strategies, projects and results of public policies (LASCOUMES and LE GALÈS, 2012). The results have shown that the II PNRA Housing Credit policy has the potential to reduce inequalities, because the construction of housing for impoverished populations provides a roof over which to live and brings functional structures such as bedrooms, living room, kitchen, bathroom and water. piped, capable of providing more quality of life. On the other hand, the public policy in question did not consider regional or environmental aspects, and as it is a type of Conservation Unit, the implementation of the policy should dialogue with the issue of sustainability of the territory, also considering the participation of local populations in the construction and implementation of the housing policy. CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior O objetivo desta dissertação é analisar a implementação do Crédito Habitacional do II Programa Nacional da Reforma Agrária (II PNRA) na Reserva Extrativista Marinha Caeté-Taperaçu (REMCT), que possibilitou a construção de habitações para uma parcela da população. A REMCT está localizada no município de Bragança, e é um território onde residem pescadores e capturadores de caranguejo. Esta análise busca identificar como a dinâmica local afeta e modifica as proposições funcionais da habitação que também é constituída por sua dimensão simbólica, a qual está inscrita na história de vida dos atores e no modo de viver em uma Resex; e, se a política de habitação em questão possibilitou ganhos na qualidade de vida dos contemplados por ela. A metodologia utilizada é predominantemente qualitativa, baseada na revisão bibliográfica, na análise de entrevistas feitas com as moradoras da REMCT, lideranças e técnicos, e de atas e documentos oficiais. Dados quantitativos levantados em bases oficiais são usados de forma complementar, com vistas a enfatizar as principais questões destacadas nas entrevistas. No que se refere ao campo teórico, parto da perspectiva da sociologia que possibilita analisar as relações entre Estado e sociedade, destacando a importância dos atores, processos e estruturas, com destaque à dimensão social (CORTÊS e LIMA, 2012), e por essa abordagem permitir apurar a compreensão do papel dos grupos sociais, cujas interações possuem poderes para influenciar as estratégias, os projetos e os resultados das políticas públicas (LASCOUMES e LE GALÈS, 2012). Os resultados vêm mostrando que a política do Crédito Habitacional do II PNRA tem potencial para reduzir desigualdades, isto porque a construção de habitações destinadas a populações empobrecidas, propicia um teto para morar e traz consigo estruturas funcionais como quartos, sala, cozinha, banheiro e água encanada, capazes de proporcionar mais qualidade de vida. Por outro lado, a política pública em questão não considerou aspectos regionais nem ambientais, e por tratar-se de um tipo de Unidade de Conservação a implementação da política deveria dialogar com a questão da sustentabilidade do território, considerando também a participação das populações locais na construção e implementação da política habitacional.
