It is progress that does not deplete resources for the future, seeking to maintain a balance between social, environmental and economic aspects. Local Productive Arrangements (APLs) are a set of economic, political and social agents located in the same territory, developing related economic activities and that present expressive links of production, interaction, cooperation and learning. Mining is considered by many to be one of the basic sectors of the economy, both for its decisive contribution to the well-being and improvement of the quality of life of present and future generations, and for the contribution it makes to the development of a just and balanced society. to the extent that it requires concrete actions aimed at sustainability from its members. The cooperative network project of the opal productive arrangement in the Pedro II-PI region, aims to increase productivity from mining and consolidate the opal productive chain through a comprehensive and cooperative approach. The general objective of this study is to analyze the factors that hinder the operation of the opal APL as an instrument of sustainable development in Pedro II - PI. The methodology to be used in this research will be of an interpretative qualitative nature and will be based on the methodology of case studies involving the triangulation of data obtained through observation, documentary research and field research that will be interpreted through content analysis. O desenvolvimento sustentável é capaz de suprir as necessidades da geração atual sem comprometer a capacidade de atender às necessidades das futuras gerações. É o progresso que não esgota os recursos para o futuro, buscando manter o equilíbrio entre os aspectos sociais, ambientais e econômicos. Os Arranjos Produtivos Locais (APLs) são um conjunto de agentes econômicos, políticos e sociais localizados no mesmo território, desenvolvendo atividades econômicas correlatas e que apresentam vínculos expressivos de produção, interação, cooperação e aprendizagem. A mineração é considerada por muitos como um dos setores básicos da economia, tanto por contribuir de forma decisiva para o bem-estar e a melhoria da qualidade de vida das presentes e futuras gerações, como pela contribuição que dá para o desenvolvimento de uma sociedade justa e equilibrada, na medida em que exige de seus integrantes ações concretas voltadas para a sustentabilidade. O projeto cooperativo em rede, acerca do arranjo produtivo da opala na região de Pedro II, no estado do Piauí, tem o intuito de elevar a produtividade a partir da mineração, bem como de consolidar a cadeia produtiva da opala através de uma abordagem abragente e cooperativa. O objetivo geral do presente estudo é analisar os fatores que dificultam o funcionamento do APL da opala como instrumento de desenvolvimento sustentável em Pedro II-PI. A metodologia utilizada nesta pesquisa foi de natureza qualitativa e interpretativa, embasada na metodologia de estudo de caso envolvendo a triangulação de dados obtidos por meio da observação, da pesquisa documental e da pesquisa de campo, que serão interpretados através da análise de conteúdo.
