Some conditions of its system may harm the Fund's attractiveness to credit seekers in the region and financial institutions able to act as operating agents. This work analyzes these conditions from normative, technical and project approval aspects, using data extracted from FDA technical reports prepared by Sudam and technical reports from Condel/SUDAM, PRDA and CGU. With this, the following research problem arises: What aspects have a negative impact on the attractiveness of the FDA? The theoretical framework addresses the main theories on regional development, the main government interventions in terms of development in the Amazon, from the creation of SPVEA and SUDAM in 1966 until their extinction in 2001 and recreation in 2007, in parallel with an analysis of the funds that preceded the creation of the FDA, covering the main aspects of governance and management and the main characteristics that differentiate them. Next, the work analyzes the regulatory history that has guided the FDA's system since its creation, detailing 5 operational difficulties listed based on the report data. As results, the work presents a proposal to increase the remuneration of the operating agent associated with the risk assumed, increase the maximum FDA financing limits, decrease the project contracting period and indicate the establishment of a minimum percentage to be contributed annually by the STN in the FDA. O Fundo de Desenvolvimento da Amazônia (FDA) é um importante instrumento de atuação da Política Nacional de Desenvolvimento Regional (PNDR) na Amazônia Legal, sendo indutor de grandes empreendimentos produtivos para a região. Algumas condicionantes da sua sistemática podem prejudicar a atratividade do Fundo perante os demandantes de crédito da região e as instituições financeiras aptas a atuar como agentes operadores. Este trabalho analisa essas condicionantes a partir de aspectos normativos, técnicos e de aprovação de projetos, com o uso de dados extraídos de relatórios técnicos do FDA elaborados pela Sudam, e de relatórios técnicos do Condel/SUDAM, do PRDA e da CGU. Para tanto, parte-se do seguinte problema de pesquisa: quais os aspectos que impactam negativamente na atratividade do FDA? O referencial teórico aborda as principais teorias sobre o desenvolvimento regional, as principais intervenções governamentais em termos de desenvolvimento na Amazônia, desde a criação da SPVEA e da SUDAM em 1966 até sua extinção em 2001 e recriação em 2007, em paralelo a uma análise dos fundos que antecederam a criação do FDA, passando pela abordagem dos principais aspectos sobre governança e gestão e as principais características que as diferenciam. Na sequência, o trabalho analisa o histórico normativo que norteia a sistemática do FDA desde a sua criação, detalhando cinco dificuldades operacionais elencadas a partir dos dados dos relatórios. Como resultados, o trabalho apresenta proposta de aumento da remuneração do agente operador associado ao risco assumido, elevação dos limites máximos de financiamento do FDA, diminuição do prazo de contratação do projeto e indicação para o estabelecimento de percentual mínimo a ser aportado anualmente pela STN no FDA.
