The municipality of Belém (PA) currently has ten associations and/or cooperatives of recyclable material collectors. This context includes the Filhos do Sol Cooperative and the Belém Selective Collectors Work Cooperative (ACCSB), which are the subject of this study. The participation of recycling cooperatives is fundamental to the implementation of PNRS, although they are often neglected by municipal management. It is intended, within the limits of this study, to answer the following question. What are the structural and/or organizational obstacles that prevent or hinder the expansion of recyclable materials cooperatives? In order to answer this question, the main objective of the research is to identify the obstacles that limit the expansion of cooperatives and how to overcome them. The methodology adopted will be exploratory in nature, with a qualitative and quantitative approach. As results of qualitative and quantitative research, it was found that the process of implementing public policies for recyclable collectors constitutes a highly complex, transversal and comprehensive task, with a long path that needs to be systematic, continuous and aligned with strategic planning of municipal public management. It should be noted that the Cataforte and Pró-Catador projects were decisive for the socioeconomic inclusion of recyclable material collectors. It is noted that it was possible to identify projects and actions aimed at waste picker organizations, although the remuneration for the daily services provided to society and the municipality are still far from guaranteeing their sustainability. It is noteworthy that cooperatives that do not have formal registration, that is, are not regularized with the competent bodies, present difficulties when selling recyclables. The quantitative data identified that the percentage of female collectors is (55%), which reflects the national average, which corresponds to (56%). It is noteworthy that cooperatives do not yet have the economic and financial sustainability to be competitive in the recycling market. Finally, the need for an action plan aimed at providing improvements in the work of cooperatives was identified. Nos últimos tempos, um dos grandes desafios das gestões municipais é encontrar soluções viáveis para a gestão de resíduos sólidos e nessa perspectiva, incluem-se as cooperativas de catadores de materiais recicláveis, conforme propõe a Política Nacional de Resíduos Sólidos (PNRS), Lei nº 12.305/2010. O município de Belém (PA) possui, atualmente, dez associações e/ou cooperativas de catadores de materiais recicláveis. Nesse contexto, estão inseridas a Cooperativa Filhos do Sol e a Cooperativa de Trabalho dos Catadores da Coleta Seletiva de Belém (ACCSB), que são objeto do presente estudo. A participação das cooperativas de reciclagem é fundamental à implementação da PNRS, embora muitas vezes seja negligenciada pela gestão municipal. Pretende-se, nos limites do presente estudo, responder ao seguinte questionamento: ―quais são os entraves estruturais e/ou organizacionais que impedem ou dificultam a expansão das cooperativas de materiais recicláveis? ‖ Em vista de responder a esta indagação, a pesquisa tem como objetivo principal identificar os entraves que limitam a expansão das cooperativas e como superá-los. A metodologia adotada é de natureza exploratória, com abordagem qualitativa e quantitativa. Como resultado da pesquisa, constatou-se que o processo de implementação de políticas públicas para os catadores de recicláveis se constitui em uma tarefa de alta complexidade, transversal e abrangente e com um caminho longo que precisa ser sistemático, contínuo e alinhado ao planejamento estratégico da gestão municipal. Salienta-se, que os projetos Cataforte e Pró-Catador foram determinantes à inclusão socioeconômica dos catadores de materiais recicláveis. Pontua-se, que foi possível identificar projetos e ações voltados às organizações de catadores, embora a remuneração pelos serviços, diariamente, prestados à sociedade e à municipalidade ainda esteja distante de garantir a sua sustentabilidade. Destaca-se, que as cooperativas que não possuem registro formal, ou seja, não se encontram regularizadas nos órgãos competentes, apresentam dificuldades no momento de comercializar os recicláveis. Os dados quantitativos identificaram que o percentual de mulheres catadoras é de (55%), o que reflete a média nacional, que corresponde a (56%). Ressalta-se, que as cooperativas ainda não dispõem de sustentabilidade econômica e financeira para serem competitivas no mercado da reciclagem. Por fim, identificou-se a necessidade de um plano de ação voltado a proporcionar melhorias no trabalho das cooperativas.
