The classic conception of territorial planning of municipalities, in general, tends to place
greater emphasis on urban areas and devote less attention to the development of rural
areas. However, considering a holistic and integral view of territorial planning
established in the City Statute, the municipality must be understood in a way that
promotes the quality of life of the population throughout its territory (including rural
areas). Thus, the research on screen seeks to analyze how a legislative instrument for
territorial planning allows (or not) the participation of local actors, managing to reflect
on the mitigation of local problems and guarantee local development, through
investigating the vision of local actors regarding connections in the creation and
implementation of the Castanhal Rural and Sustainable Development Plan, especially
considering the reality of the residents of Agrovila Calúcia, as it is a location located in
a peri-urban area of this municipality. Furthermore, considering that the city where the
research project is located is part of the Metropolitan Region of Belém (RMB), the
research investigation also encompasses the challenges of metropolitan governance
in the RMB, with an emphasis on the municipality of Castanhal. Finally, in
methodological terms, the research is exploratory, descriptive analytical in nature,
qualitative in nature and supported by the case study research method. |
