However, considering a holistic and integral view of territorial planning established in the City Statute, the municipality must be understood in a way that promotes the quality of life of the population throughout its territory (including rural areas). Thus, the research on screen seeks to analyze how a legislative instrument for territorial planning allows (or not) the participation of local actors, managing to reflect on the mitigation of local problems and guarantee local development, through investigating the vision of local actors regarding connections in the creation and implementation of the Castanhal Rural and Sustainable Development Plan, especially considering the reality of the residents of Agrovila Calúcia, as it is a location located in a peri-urban area of this municipality. Furthermore, considering that the city where the research project is located is part of the Metropolitan Region of Belém (RMB), the research investigation also encompasses the challenges of metropolitan governance in the RMB, with an emphasis on the municipality of Castanhal. Finally, in methodological terms, the research is exploratory, descriptive analytical in nature, qualitative in nature and supported by the case study research method. A concepção clássica de planejamento territorial dos municípios, em geral, costuma dar maior ênfase para as zonas urbanas e dedicar menor atenção ao desenvolvimento das zonas rurais. Porém, considerando uma visão holística e integral do planejamento territorial estabelecida no Estatuto da Cidade, o município deve ser compreendido de forma a promover a qualidade de vida da população de todo seu território (incluindo as áreas rurais). Assim, a pesquisa em tela, busca analisar como um instrumento legislativo de planejamento territorial permite (ou não) a participação dos atores locais, conseguindo refletir na mitigação de problemáticas locais e garantia do desenvolvimento local, através da investigação da visão dos atores locais quanto as conexões na criação e implementação do Plano de Desenvolvimento Rural e Sustentável de Castanhal, considerando especialmente a realidade dos moradores da Agrovila Calúcia, por ser uma localidade situada em uma área periurbana desse município. Além disso, considerando que a cidade lócus da pesquisa faz parte da Região Metropolitana de Belém (RMB), a investigação da pesquisa também perpassa pelos desafios da governança metropolitana da RMB, com ênfase no município de Castanhal.
