These new global actors are taken as sub national entities, including the cities and the local governments, begetting, thus, a new analysis focus, mainly, on the international cooperation context. This Master’s thesis analyzes why and how the insertion and the international acting of both Amazonian cities, Belem and Manaus, occur; considering as scenery, a globalized and interdependent world. In this new scenery’s set, which is propitious to the international relations, the international cooperation becomes a latent instrument to not only countries’ development, but also to cities’ development, through the Decentralized Cooperation: politiceconomic phenomenon relatively recent and that increasingly has entered on the local developments’ agendas. The cities embrace, more and more, the international relations and the decentralized cooperation strategies as a driving and parallel development agenda, whether on the external resources capitation, on the local identity strengthening or even, on both foreign trade promotion and cultural dissemination. Belem and Manaus, lócus of this research, have presented along the years several motivations and ways of make their international relations effective, and, in order to analyze them, a fundamentally qualitative analysis was adopted, tracing an analytical-descriptive framework between the investigated cities. This work analyzes the actions, strategies, mechanisms and institutionalized and noninstitutionalized ways of international activities management in those cities. The current global scenery is encourager of multilevel interactions between ‘old’ and ‘new’ international actors, however the international relations habitus stimulates, more and more, the continuity and the commitment which the governments (national or local) must have to correspond and follow the dynamics that are imposed by globalization, although, not all the governments follow, possess or dedicate appropriated structures to the yearnings which are demanded by the new and interdependent international scenery. CNPq - Conselho Nacional de Desenvolvimento Científico e Tecnológico No decorrer das últimas décadas, o estudo das Relações Internacionais diversificou sua análise, deixando de ter um enfoque direcionado sobre a atuação dos Estados nacionais e passando a analisar mais atentamente a dinâmica e ascensão de novos atores no cenário internacional, como as entidades subnacionais, incluindo as cidades e os governos locais, gerando um novo foco de análise, principalmente no contexto da cooperação internacional. A presente dissertação analisa por quais razões e de que maneira ocorre a inserção e atuação internacional das cidades amazônicas de Belém e Manaus, tendo como cenário um Mundo globalizado e interdependente. No conjunto desse novo cenário, favorável às relações internacionais, a Cooperação Internacional passa a ser um instrumento latente para o desenvolvimento não somente dos países, mas também das cidades, através da Cooperação Descentralizada; fenômeno político-econômico relativamente recente e que vem adentrando cada vez mais as agendas de desenvolvimento local. As cidades cada vez mais passam a adotar as relações internacionais, tal como estratégias de cooperação descentralizada como uma agenda propulsora e paralela de desenvolvimento, seja na captação de recursos externos,seja no fortalecimento da identidade local, na promoção do comércio exterior ou, até mesmo na disseminação cultural. Belém e Manaus, lócus desta pesquisa, apresentaram ao longo dos anos diversas motivações e formas de efetivarem suas relações internacionais e, para tal análise, adotou-se uma análise fundamentalmente qualitativa, traçando um quadro analíticodescritivo entre as cidades investigadas. O presente trabalho analisa as ações, estratégias, mecanismos e forma institucionalizada ou não de gerir as atividades internacionais das referidas cidades. O cenário global atual é incentivador das interações multiníveis entre velhos e novos atores internacionais, todavia o habitus das relações -internacionais incita cada vez mais a continuidade e o compromisso que os Governos (sejam eles nacionais ou locais) devem ter para corresponder e acompanhar as dinâmicas impostas pela globalização,embora, nem todos os Governos acompanham, possuem ou dedicam estruturas adequadas aos anseios que o novo e interdependente cenário internacional exige. Pendant les dernières décennies, l'étude des relations internationales a diversifié son analyse, a laissé en arrière le foc sur l'action des Etats nationaux et a commencé a analyser plus attentivement la dynamique et l'accession des nouveaux acteurs à la scène internationale, comme les entités sousnationales, ça inclue les villes et les gouvernements locaux, en générant un nouveau bût d'analyse, principalement dans le contexte de la coopération internationale. La présente dissertation analyse par quelles questions et de quelle manière se passe l'insertion et l'action internationale des villes amazoniennes de Belém et Manaus, en ayant comme scène un monde globalisé et interdépendant. Dans cette nouvelle scène, favorable aux relations internationales, la Coopération Internationale devient un instrument important pour le développement pas seulement des pays, mais aussi des villes, avec la Coopération Décentralisé; phénomène politique-économique assez récent et qui se fait remarquer de plus en plus dans l'agenda du développent local. Les villes commence de plus en plus à adopter les relations internationales, aussi comme les stratégies de coopération décentralisé comme une agenda propulseur et parallèle de développement, soit dans la captation des recours externes, soit dans le renforcement de l'identité locale, dans la promotion du commerce extérieur ou, même dans la dissémination culturelle. Belém et Manaus, locus de cette recherche, présentent, au long des années, plusieurs motivations et formes de rendre plus efficace ses relations internationales, et, pour cette analyse, il a été adopté un étude fondamentalement qualitative, en dessinant un tableaux analyse-descriptive entre les villes étudiés. Le présent travail analyse les actions, stratégies, messianismes et forme institutionnalisé ou pas de gérer les activités internationales de ces villes. La scène globale actuelle est favorable aux interactions multiniveaux entre les "vieux" et "nouveaux" acteurs internationales, par contre le habitus des relations internationales incite de plus en plus la continuité et le compromis que les Gouvernements (soit nationaux ou locaux) doit avoir pour correspondre et accompagner les dynamiques imposés par la globalisation, même si ni tous les gouvernements accompagnent, ont ou dédient des structures adéquates aux envies que la nouvelle et interdépendante scène globale exige. 2015-01-15T17:21:16Z 2015-01-15T17:21:16Z 2013-04-12 Dissertação ROCHA, William Monteiro.
