Thus on the one hand, not keeping up with population growth of cities and of all spatial, social, political, economic and environmental consequences of growth. This study aims is to identify and analyze the territorial and institutional territoriality conflicts (Union and municipality) on the field of entitled land and territories plus marine; relate the concepts of territory and territoriality in the territorial analysis in areas of power institutions on these areas; analyze the influence of inter-domain power process, occupation and urban land expansion of the city of Bethlehem, to the current conflict affecting such land; identify and analyze aspects that particularize the influences and consequences of these conflicts for the occupants agents of these areas and the consequent actions of governmental spheres. Initially brings a brief analysis of constitutionalisation of the Marine Land and Accrued in Brazil considering its aspects, while Sunday goods from the colonial period, in which they had the same main function is to defend the territory against the invading "enemy". It also shows the contradictions that persist in their roles to the changes today. Furthermore examine the reality of the residents of these areas in particular Jurunas tracing a profile as interinstitutional conflicts reflect on these residents. O processo de histórico de ocupação do território brasileiro e da formação das cidades, nos mostrará que os terrenos de marinha, enquanto instituto jurídico, em dado momento, desvincularam-se da história tanto da formação do território como das cidades. Dessa forma de um lado, não acompanhando o crescimento populacional das cidades e de todas as consequências espaciais, sociais, políticas, econômicas e ambientais decorrentes desse crescimento. O presente trabalho, tem como objetivo pesquisa é identificar e analisar os conflitos territoriais e de territorialidades institucionais (União e município), sobre a domínio dos territórios intitulados terrenos e acrescidos de marinha; relacionar os conceitos de Território e territorialidade nas análises territoriais em domínios das instituições de poder sobre essas áreas; analisar a influência do processo de dominialidade interinstitucionais, da ocupação e expansão territorial urbana da cidade de Belém, para os atuais conflitos sobre esses terrenos; identificar e analisar os aspectos que particularizam as influencias e as consequências desses conflitos para os agentes ocupantes dessas áreas e para as conseguintes atuações das esferas governamentais. Traz inicialmente uma breve análise da constitucionalização dos Terrenos e Acrescidos de Marinha no Brasil, considerando seus aspectos, enquanto bens dominicais, desde o período colonial, nos quais os mesmos tinham como função principal a defesa do território, contra a invasão dos “inimigos”. Além disso, mostra as contradições que perduram sob seus papeis frente às mudanças na atualidade. Busca –se uma discussão considerando o processo de ocupação e expansão urbana na cidade de Belém, elucidando os fatores históricos que corroboraram para as ocupações dos Terrenos e Acrescidos de Marinha. Nesse sentido, priorizou –se o contexto político, econômico e social dessa problemática, dando ênfase principalmente ao processo de doação da Primeira Légua Patrimonial de Belém, no mesmo proposito, levantou –se elementos que mostrem os processos de doações feitas pela prefeitura municipal, que teve como consequência a criação de latifúndios urbanos, que de certo modo contribuiu para que a população de baixa renda viessem a ocupar áreas pouco favoráveis a habitação como os Terrenos de acrescidos de Marinha. Outra análise realizada, foi traçar um perfil dos conflitos de dominialidade interinstitucionais sobre esses institutos, identificando os fatores que particularizam tais conflitos, como o processo de demarcação, critério adotados pela SPU, as taxas de ocupação adotada por essa instituição, debates no meio parlamentar.
