Thus, this work may help in the search for the minimization of waste of electric power and public resources in the Federal Universities, as it will propose an efficient methodology of tariff framework, capable of evaluating and adjusting the contracted demand (kW) and the consumption tariff modality of electricity from groups A4 and B3 to current regulations. The methodology consists of achieving energy efficiency, through the demand, tariff framework and the consumption of electric power analysis in the consumer units of the IFES, in particular the case study of the units of the Federal University of the South and Southeast of Pará, through the study of the monthly electric bills and the resolutions and norms on the types of electricity tariffs of groups A4 and B3, applied by National Electric Energy Agency, also respecting the case study that will take place in the concession area of the Electric Centrals of Pará. The methodology will also make the fine forecast of contracted demand (kW), so that one can contract the demand that is actually needed, avoiding wastes. As such, it is expected to adjust the contracted load demand (kW) of each consumer unit of the A4 group to be studied, its real necessity, avoiding unnecessary costs with contracted demand payments above or below the consumed demand, it is also aimed to adapt the tariff structure of each observed consumer unit, both in the A4 and B3 groups, according to its load demand and its electric power consumption and, finally, the cost reduction for Public Administration is sought and provide a practical way of analyzing and indicating the best tariff framework of the groups studied, and by such, achieving sustainable consumption and efficient electricity contracts. No atual contexto mundial de avanços tecnológicos em que a sociedade se torna cada vez mais dependente da energia elétrica, um fato interessante chama atenção, o desperdício de energia elétrica nas instituições geradoras do conhecimento técnico e científico, Instituições de Ensino Superior- IFES, fato comprovado pela preocupação e iniciativa da Agência Nacional de Energia Elétrica (ANEEL) publicada em outubro de 2016 através da chamada 01/2016 as concessionários distribuidoras de energia elétrica, que visa entre outros objetivos investir em eficiência energética e minigeração nas IFES, o que evidencia a ausência de gestão estratégica energética, a falta da cultura de otimização dos recursos energéticos e de recursos públicos e o descomprometimento com o uso sustentável de energia elétrica e como consequência dos recursos naturais por parte da maioria das IFES. Assim este trabalho poderá ajudar na busca pela minimização dos desperdícios com energia elétrica e dos recursos públicos nas IFES, à medida que irá propor uma metodologia eficiente de enquadramento tarifário, capaz de avaliar e ajustar a demanda contratada (kW) e a modalidade tarifária do consumo de energia elétrica dos grupos A4 e B3 aos regulamentos vigentes. A metodologia consiste em alcançar a eficiência energética, por meio da análise da demanda, enquadramento tarifário e do consumo de energia elétrica, nas unidades consumidoras das IFES, em especial ao estudo de caso das unidades da Universidade Federal do Sul e Sudeste do Pará (Unifesspa), através da análise das faturas mensais de energia elétrica e do embasamento das resoluções e normas sobre os tipos de tarifações de energia elétrica dos grupos A4 e B3, aplicadas pela ANEEL, respeitando também o estudo de caso que ocorrerá na área de concessão das Centrais Elétricas do Pará (CELPA). A metodologia também fará a fina previsão de demanda contratada (kW), para que se possa contratar a demanda que de fato se precise, evitando desperdícios. Com isso, espera-se ajustar a demanda contratada de carga (kW) de cada unidade consumidora do grupo A4 a serem estudadas, a sua real necessidade, evitando custo desnecessários com pagamentos de demanda contratada acima ou abaixo da demanda consumida, objetiva-se também adequar o enquadramento tarifário de cada unidade consumidora a ser estudada, tanto do grupo A4 como B3, de acordo com sua demanda de carga e de seu consumo de energia elétrica e por fim, almeja-se a redução de custo para a Administração Pública e proporcionar uma forma prática de análise e indicação do melhor enquadramento tarifário dos grupos estudados, e com isso alcançar o consumo sustentável e contratos eficientes de energia elétrica. 2017-05-04T12:34:45Z 2017-05-04T12:34:45Z 2017-01-25 Dissertação SILVA, Dhonny Lima da.
