The aim of this thesis is to analyze if the Plan of Articulated Actions makes effective the Collaboration Regime for the attendance and maintenance of Basic Education in the City of Belém-PA. We consider that the developed educational policy in the country, after the modifications promoted by the counterreform of the State, in the years of 1990, presents a multifaceted character of public management, in which the model that is evidenced presents a fluctuation, sometimes of managerial management, sometimes of management Democracy. This dubious management format allows, in a veiled way, an approximation of the molds that serve the capitalist mode of production. The presented relations in the policies directed to Basic Education emphasize managerialist management. This management is evidenced in the signing of terms of commitments or management contracts between the Union and the other federal entities, forming a market relation. We emphasize that such a market trend is not an isolated phenomenon with its beginning and end in itself, but it is the result of the macroglobalized restructuring of the capitalist economic system formulated by the multilateral organizations and their demands for reforms in educational policies in the peripheral countries of capital. We then question: having as parameter the Plan of Goals Commitment All for Education, a pact assumed between the Union and the City of Belém through the Plan of Articulated Actions - PAR, as if the Collaboration Regime for the care and maintenance of Education Basic? As a hypothesis of thesis, we affirm that the PAR, as an expression of a management agreement, does not effect the Collaboration Regime between the Union and other entities in the attendance and maintenance of Basic Education, mainly, because the goals, the Actions and the strategies of the plan are established in a centralized and vertical way, implying in the loss of autonomy of the entities that are submitted to the simple fulfillment of the buoyant instruments that are previously elaborated. Our theoretical-methodological support is aligned with historical-dialectical materialism, since it is necessary to unveil the lines between Brazilian educational policy and its meanders present in the relationship between federated entities and compliance with legal requirements in order to meet the goals established in the Plan of Goals Commitment All for Education through PAR. We define to composse this analysis about the configurations of the Collaboration Regime the specific categories of the object that are: Collaboration regime, autonomy and decentralization / concentration of power, to compose this analysis on the configurations of the existing Collaboration Regime from the implementation of the PAR between the Union and the Municipality of Belém. In the methodological course, we used FNDE statistical data, documents and interviews with technicians from the Education Department of Belém-PA. Finally, the research confirms the presuppositions of the hypothesis announced, in which we verify that the foundations of the Regime of Collaboration are deduced from a true federative principle. Although the laws pertaining to educational policy are directed in this way, such fundamentals are not effective in practice, and the approximation of this policy to the rites of mercantile interests presents itself as a barrier, since it inhibits the effectiveness of the sharing relationship of educational management, but values A business principle in which government agreements are concluded through management contracts. |
